About The Position

Under the supervision of the Water Manager, and assigned under direct supervision of the Water Foreman or Water Crew Lead, works with an assigned crew in one or more of the following areas: construction, operations, and maintenance of the city’s water distribution system. This role involves reading water meters, performing installation, cleaning, operation, maintenance, and repair of the city’s water systems and supply, transmission, and distribution systems, and monitoring pressures and telemetering equipment. The operator responds to customer complaints, turns customer water on and off, coordinates meter issues with supervisors and the Utility Billing division, and completes work orders and other records. Responsibilities also include assisting in security checks, operating small equipment, monitoring the water system for potential threats, adhering to work zone safety procedures, operating and maintaining tools, vehicles, and equipment, maintaining and repairing fire hydrants, assisting with Pressure Reducing Valves (PRV) and Booster Pump Stations, performing miscellaneous sampling and testing of city water systems, performing Blue Stake markings, operating heavy equipment, maintaining all components of the city water system, and responding to 24-hour emergency calls. The position requires adherence to an on-call rotation schedule and participation in snow removal.

Requirements

  • Water System Operator I: High school diploma or G.E.D.
  • Water System Operator I: Any work experience in construction, plumbing or related field.
  • Water System Operator II: High school diploma or G.E.D.
  • Water System Operator II: Two years progressively related experience in construction, plumbing or related field.
  • Water System Operator III: High school diploma or G.E.D.
  • Water System Operator III: Four years progressively related experience in construction, plumbing or related field.
  • Valid Utah Driver License.
  • Must possess the following training and certifications or obtain within 12 months of hire: Utah Class A CDL
  • Water System Operator I: Class I Water Distribution certification
  • Water System Operator I: Flagger certification
  • Water System Operator II: Class II Water Distribution certification
  • Water System Operator II: Trench Safety or Confined Space
  • Water System Operator II: Traffic Control Flagger certification
  • Water System Operator II: Heavy Equipment Training
  • Water System Operator III: Class IV Water Distribution certification
  • Water System Operator III: OSHA 10 Hour card
  • Water System Operator III: Trench Safety or Confined Space certification
  • Water System Operator III: Flagger certification
  • Water System Operator III: Traffic Control
  • Water System Operator III: Heavy Equipment Training
  • Water System Operator III: Cross Connection Administrator Certification
  • Knowledge of policies, procedures, equipment and materials required for effective water system related operations, maintenance and repairs.
  • Knowledge of general safety practices and procedures.
  • Skill with observing and participating in work zone safety procedures.
  • Skill with following safety principles when operating vehicles and equipment.
  • Ability to communicate effectively both verbally and in writing.

Responsibilities

  • Reads water meters throughout the city using the automated meter reading system.
  • Performs installation, cleaning, operation, maintenance and repair of the city’s water systems and supply, transmission and distribution systems, and monitors pressures and telemetering equipment.
  • Responds to customer complaints and turns customer water on and off, as needed.
  • Maintains water meters of various sizes: inspects, installs, repairs, and cleans.
  • Coordinates meter issues with supervisor and Utility Billing division.
  • Completes work orders and various other records pertaining to work activities.
  • Assists in security checks.
  • Operates small equipment, saws, compactor, generators, etc.
  • Monitors water system looking for excavations, leaks, breaks, or other situations which pose a threat to the water lines, mains and services.
  • Observes and actively participates in work zone safety procedures and follows safety principles when operating vehicles and equipment; flags on-coming vehicles to protect the public and workers; sets up warning signs and signalization equipment.
  • Operates, cleans and maintains tools, vehicles and equipment to ensure proper working order.
  • Maintains and repairs fire hydrants.
  • Assists in the maintenance and adjustments to Pressure Reducing Valves (PRV), as needed.
  • Assists in the maintenance and repair of Booster Pump Stations.
  • Assists in the miscellaneous sampling and testing of city water systems.
  • Performs Blue Stake markings of city owned utilities.
  • Operates heavy equipment; including backhoe, loader, excavator, etc.
  • Maintains all components of the city water system; inspects, installs, repairs, and cleans water service connections, water lines and mains.
  • Responds timely to 24-hour emergency response calls, as expected.
  • Adheres to on-call rotation schedule and responds, as required.
  • Participates in snow removal.
  • Performs other related duties as assigned.
