About The Position

Manages and oversees the maintenance of water department and cemetery operations, completion of complex projects, and work on capital projects. This role involves developing and managing the departmental budget, supervising departmental personnel, performing administrative duties related to departmental functions, maintaining water system components, overseeing City Cemetery operations, participating in public relations and education, and overseeing the City's safety programs. The position may also occasionally serve as an equipment operator or perform duties for other City departments as assigned.

Requirements

  • High school diploma or equivalent.
  • At least five years of progressively responsible water or wastewater construction or maintenance experience.
  • At least three years of supervisory experience.
  • Valid Class B commercial driver's license with airbrakes certification.
  • Ability to obtain a class C Missouri Water Operator's license.
  • Ability to obtain a class C Wastewater Operator's license.
  • Ability to obtain a DS3 license.
  • Knowledge of supervisory principles, practices, and procedures.
  • Knowledge of project management practices and procedures.
  • Knowledge of City's purchasing policies and procedures.
  • Knowledge of inventory management principles and methods.
  • Knowledge of proper maintenance, repair, and use of heavy equipment (aerial bucket lift truck, tandem axle dump truck, skid loader).
  • Knowledge of minor mechanical repairs on trucks and machinery.
  • Knowledge of proper installation, maintenance, and repair of water and wastewater systems.
  • Knowledge of proper storage and use of various chemicals.
  • Knowledge of lift station operations and maintenance.
  • Knowledge of basic civil engineering for determining and digging grades.
  • Knowledge of basic environmental standards for water, sewer, and wastewater treatment systems.
  • Knowledge of the layout of city streets.
  • Knowledge of turf management principles and practices.
  • Knowledge of basic carpentry, plumbing, electrical, and concrete techniques.
  • Knowledge of maintenance methods of grounds, buildings, and equipment.

  • Knowledge of Federal and state statutes concerning the work of the department.

Responsibilities

  • Develops and manages the departmental budget, including proposing line items, tracking expenditures, and preparing for the annual budget.
  • Supervises all employees, establishing scheduling practices, assigning tasks, completing performance evaluations, tracking leave time, overseeing discipline, and assuring professional development.
  • Performs administrative duties, including maintaining inventories, purchasing supplies, advising the City Administrator on project progress, developing bid specifications, and completing required reports and paperwork.
  • Maintains water system components, including well houses, equipment, facility cleanliness, proper pressure and chemical balance, water tower levels, troubleshooting malfunctions, and refilling necessary chemicals.
  • Installs and maintains the potable water system, checking and maintaining components, removing and replacing them when needed, and ensuring proper operation.
  • Oversees City Cemetery operations, including selling plots, maintaining records, marking plots, meeting with families, and assuring proper maintenance.
  • Participates in public relations and education by communicating with stakeholders, attending meetings, and providing technical assistance on water and wastewater issues.
  • Oversees the City's safety programs (excluding the Police Department), including preparing agendas, distributing minutes, scheduling training, maintaining safety files, and completing annual safety evaluations.
  • May occasionally serve as an equipment operator or perform duties for other City departments as assigned.
  • Performs other duties as directed.
