About The Position

The City of Glendale's Water Services Department provides over 250,000 residents with safe, reliable, and high-quality water and wastewater services. The Water Services System Technician - Stormwater performs skilled, and semi-skilled construction, maintenance, and repair work on the City of Glendale's Stormwater network. Duties will include operating various light, medium, and heavy equipment; investigating sewer odors and stoppages; hydro cleaning sewer and storm lines to remove obstacles; performing scheduled maintenance; and responding to emergencies. This position will be open until filled; applicants will be reviewed as they are received.

Requirements

  • Two years' experience in construction, maintenance, and repair work and/or in the operation of light, medium, and heavy equipment related to the area of assignment.
  • Operation of light to heavy equipment such as 3-ton utility truck, backhoe, combination jetter and vacuum truck, dump truck, utility crane truck, hydro-excavation equipment and close circuit televising truck.
  • Any equivalent combination of education, training and experience that provides the required knowledge, skills and abilities is qualifying.
  • One year of relevant experience may be substituted for each year of required education.
  • Knowledge of: Rules, regulations, policies and procedures relating to area of assignment
  • Knowledge of: Materials, tools, equipment, safety hazards and precautions common to the assigned areas of responsibility
  • Knowledge of: Confined space entry procedures
  • Knowledge of: Blue stake laws and underground utility identification practices
  • Ability to: Read and understand blueprints, technical diagrams, maps, and blue staking procedures
  • Ability to: Barricade work sites according to the Phoenix barricade manual
  • Ability to: Understand and follow safe working practices
  • Ability to: Understand and carry out oral and written instructions
  • Ability to: Notify residents and businesses of work being performed; answers questions from citizens
  • Ability to: Provide general direction to other employees and volunteers
  • Ability to: Deal courteously with the public, and co-workers
  • Ability to: Fill out reports and logs, and enter and retrieve information on computers
  • Ability to: Operate and understand atmospheric sensing devices
  • Ability to: Operate city vehicles which require a Commercial Driver’s License (CDL).
  • Arizona Class A Commercial Driver's License with tanker endorsement is required within 90 days of hire.
  • Any employee operating a motor vehicle on City business must possess and retain a current, valid State of Arizona class-appropriate driver’s license, complete all required training, and successfully pass all necessary driver’s license record checks.
  • The license must be current, unexpired, and neither revoked nor suspended.
  • Employees who drive on City business are subject to driver’s license record checks, must maintain acceptable driving records, and must complete all required driver training.
  • An employee who operates a personally owned vehicle on City business shall maintain the statutorily required liability insurance.
  • Registration with the FMCSA Drug & Alcohol Clearinghouse (Clearinghouse) is a requirement for all CDL holders.
  • Selected candidates will be required to register and authorize the City of Glendale to conduct limited queries on their CDL for the duration of their employment in order to be considered for this role.
  • ADEQ Grade 1 Wastewater Collection System Operator Certification is required within twelve (12) months of hire.
  • Will be subject to call back and stand-by duty and may be subject to rotating shifts.
  • This position is classified as safety-sensitive which requires candidates to successfully undergo drug and alcohol testing prior to employment.
  • They will be subject to further drug and alcohol testing throughout their period of employment in accordance with the City of Glendale Substance Abuse policy.
  • A post-offer physical assessment is required.

Nice To Haves

  • After one year of employment in the Water Services Department and meeting the program criteria, employees will be eligible for the Certification Incentive Program for those employees who obtain additional Arizona Department of Environmental Quality (ADEQ) certifications above what is required for their position.

Responsibilities

  • Performs skilled and semi-skilled construction, maintenance, and repair work.
  • Operate various light, medium, and heavy equipment including 3-ton utility truck, backhoe, combination jetter and vacuum truck, dump truck, utility crane truck, hydro-excavation equipment and Closed Circuit TV.
  • Uses power and hand tools, light, and heavy equipment to accomplish tasks.
  • Explains and enforces rules and regulations pertaining to safety, barricading, direction of traffic, hazardous materials, and operation of equipment.
  • Maintains daily work records; perform computerized data entry work.
  • Transports and sets up supplies and equipment; makes required safety checks.
  • Installs, tests, maintains, and repairs water mains, sewer mains, services valves, fire hydrants, manholes and storm water facilities.
  • Taps water mains and installs services, and water meters.
  • Tests, repairs, maintains, replaces, and relocates existing large and small water meters.
  • Performs water turn off/turn on for scheduled maintenance and emergencies.
  • Responds/resolves high and no water usage complaints.
  • Installs, pulls, relocates, testing, repairs, assembles, and reads water meters.
  • Constructs and maintains large meter vaults and manholes.
  • Excavates job sites, restores job sites to pre-work conditions.
  • Investigates sewer odors, stoppages and roach requests including storm water related issues.
  • Hydro cleans sewer and storm lines to remove obstacles.
  • Assists in setting up, operating, and maintaining the closed circuit television equipment, and televising of sewer and storm lines.
  • Operates city vehicles which require a Commercial Driver’s License (CDL).
  • Performs other related duties as assigned.
