About The Position

Responsible for analysis of water resources and water rights issues utilizing state and federal water rights laws, regulations and policies pertaining to a variety of water uses, sources and diversion methods throughout Arizona, and negotiation, preparation and interpretation of water resource agreements (water exchanges, water delivery, water facility interconnections, joint ventures, etc.) with other utilities, governmental agencies and private interests.

Requirements

• A bachelor's degree relevant to the assignment from an accredited institution is preferred.
• Level 1 - Associate: In lieu of a degree, 4 years of relevant experience or an equivalent combination of education and experience totaling 4 years may be considered.
• Level 2 - Journey: Minimum 2 years of relevant experience required. In lieu of a degree, 6 years of relevant experience or an equivalent combination of education and experience totaling 6 years may be considered.
• Level 3 - Senior: Minimum 5 years of relevant experience required. In lieu of a degree, 9 years of relevant experience or an equivalent combination of education and experience totaling 9 years may be considered.
• Candidates with education and experience in the fields of Water Resources, Hydrology, Geology, Natural Resources, Agriculture, Civil/Chemical Engineering, Geography/GIS, Legal Studies, Statistics, History or Library Sciences are encouraged to apply.
• Must be free to travel up to a week at a time.
• Frequent contact with regulatory agencies, land management agencies, water users and the public, sometimes under adversarial conditions.
• Ability to lead other SRP groups through input/review of agreements being negotiated to ensure SRP objectives are achieved.
• Ability to maintain confidential materials during negotiation and water rights litigation processes.
• Effective interpersonal skills to work with internal and external contacts.
• Ability to compile and summarize information from databases, reports, maps and GIS resources.
• All candidates must be legally authorized to work in the United States.
• Currently, SRP does not sponsor H1B visas, OPT, or other employment-related visa's.

• Ability to perform historic research and basic GIS techniques and methods, is preferred.

Responsibilities

• Researches and analyzes water resource and water rights issues; prepares analysis, summaries and reports from research with recommended actions for consideration by SRP management and SRP board.
• Represents and defends the interests of SRP shareholders in public and professional spaces.
• Provide technical, analytical, and case management support for Arizona General Stream Adjudications, including collaboration with internal and external legal counsel in preparing for hearings, trials, settlement negotiations, and litigation of issues with broad legal significance.
• Analyzes pending federal and state water legislation and regulations for their impact on SRP; recommends SRP's positions.
• Provide technical, analytical, and program support for Tribal water rights settlements, including collaboration with internal and external legal counsel in the development, negotiation, implementation, and administration of settlement agreements and resolution of complex legal, technical, and policy issues.
• Prepare, review, and submit surface water filings to the Arizona Department of Water Resources, including severance and transfer applications, water right filings, and water conservation plans, ensuring accuracy, completeness, and compliance with applicable requirements.
• Supports, negotiates and prepares water resource agreements with other utilities, governmental agencies and private interests.
• Coordinates internal SRP comments on water agreements to ensure SRP objectives are met.
• Provides interpretation of water resource agreements to SRP management and other SRP departments.
• Develops administrative guidelines for negotiated and executed water agreements.
• Prepares presentations for SRP management and board review and approval related to water rights issues and water resource agreements.
• Meets with individual landowners, lawyers, organizations, and community groups to explain and implement SRP’s positions and policies.
