About The Position

The W/R Treatment Facilities Manager is responsible for managing the operations and maintenance of Water or Wastewater Treatment Facilities, including planning and implementing a Biosolids/Residuals Land Application Program for the wastewater treatment facilities in the Water Resources Division. Operating within the framework of policies established by the Chief Officer, independent judgment is allowed in determining operating methods and controls. The manager drives and operates vehicles in performing work assignments and responsibilities. General supervision is exercised over plant personnel. The role requires on-call and extended hours. Performs related work as required.

Requirements

  • Thorough knowledge of safety rules, regulations, and procedures
  • Thorough knowledge of local, state, and federal laws and regulations relating to water, wastewater, and related environmental programs
  • Thorough knowledge of management concepts and practices
  • Thorough knowledge of the principles and practices of water and wastewater treatment and laboratory analysis
  • Demonstrated experience leading multidisciplinary teams and coordinating activities among operations, maintenance, laboratory, environmental compliance, and residuals management staff
  • Excellent managerial communication skills, including the ability to provide clear direction, deliver constructive feedback, explain technical and regulatory information, and coordinate effectively with staff, leadership, contractors, regulatory agencies, and the public
  • Graduation from an accredited four (4) year university/college with a Bachelor’s Degree in Environmental Engineering, Environmental Science, Biology, Chemistry or a related field and a minimum of five (5) years of progressively responsible experience in the treatment of water or wastewater which includes two (2) years of supervisory responsibilities; OR An equivalent combination of education, training, and experience as defined above.
  • Experience managing NPDES-permitted wastewater treatment facilities
  • Experience overseeing biosolids processing, residuals management, and land application programs in compliance with NCDEQ and EPA regulations
  • Knowledge of wastewater treatment processes, laboratory operations, collection systems, industrial pretreatment, biosolids management, land application permitting, environmental compliance, asset management, budgeting, and capital improvement planning
  • Effectively respond to emergency situations as required
  • Possess and maintain the North Carolina Grade IV Biological Wastewater Operator Certification
  • Possess and maintain the N.C. Land Application of Residuals Certification
