About The Position

Plans, coordinates and implements the enforcement of state and local laws and regulations regarding the compliance, monitoring, and prevention of contamination and pollution of the public water supply. Determines contractor compliance with local irrigation and backflow ordinances at sites under construction.

Requirements

  • Completion of a high school diploma or GED with an additional three years experience in the operation and maintenance of water/wastewater systems and/or installation and maintenance of plumbing; or any combination of relevant education and experience which provides the following:
  • Valid Current Driver's License
  • Physical Exam Required

Nice To Haves

  • Obtain Backflow Prevention Assembly Tester license within 6 months of employment
  • Obtain Class "C" Water License within 24 months of employment
  • Obtain Customer Service Inspector License within 12 months of employment
  • Obtain Texas Irrigator License within 24 months of employment
  • Knowledge of: Water/wastewater systems; Plumbing and piping; State and local laws and regulations governing public water systems; Methods and techniques of performing routine investigations and inspections.
  • Ability to: Conduct and review inspections; Perform backflow tests as required; Conduct interviews and inspections with assembly testers to verify the accuracy of their inspections; Read and communicate effectively both orally and in writing; Achieve certification within specified time of hire; Deal effectively with the public in the tactful handling of investigations and enforcement activities; Maintain accurate records and reports suitable for presentation in court; Understand and interpret technical documents such as ordinances, statutes, policy manual, engineering drawings, plumbing plans, irrigation plans and blueprints.

Responsibilities

  • Monitor and perform on-site inspections and follow-up with all commercial and industrial facilities to determine and enforce compliance with all applicable regulations including backflow, cross-connection and irrigation.
  • Investigate and respond to citizen complaints regarding backflow assemblies and cross-connections, incorrect installation of backflow assembly devices, and investigation of work being done without proper permits or licenses.
  • Provide technical advice and inspection assistance to projects involving the planning, installation and operation of various types of commercial equipment which utilizes the public water supply.
  • Prepare memos, letters and reports pertaining to all complaints and inspections.
  • Register, certify and maintain a current list of all certified assembly testers.
