About The Position

Under supervision of the Senior Group Manager, Water Production, responsible and accountable for daily management of all operational functions of the Aspinwall Water Treatment Plant, the Highland Reservoir Pump Station, pump stations and storage facilities to all assets, systems, and facilities. The incumbent supports the operations department and ensures a comprehensive, quality operations program that meets or exceeds permit requirements and process control of the treatment and distribution system.

Requirements

  • Considerable knowledge of the safety hazards and precautions of the work environment.
  • Knowledge of hydraulics of treatment and conveyance systems.
  • Knowledge of pertinent federal, state, and local laws, codes, and regulations related to water supply and treatment.
  • Strong management skills (planning organizing, analysis, problem solving, teamworking, employee development) ensuring proper operations integrity (quality, environment, reliability, health, safety, security, etc.)
  • Considerable knowledge of the operation of the water treatment plants, pumping stations, storage facilities, and their component functions, including but not limited to an understanding of the treatment process, SCADA system, and other related functions and systems.
  • Ability to use appropriate computer applications: word processing, spreadsheets, graphic presentations, etc.
  • Knowledge of procurement procedures, budget requirements, and the principles and practices of municipal budget preparation and administration.
  • Knowledge of OSHA standards for general industry as well as water treatment/supply.
  • Some knowledge and experience with data collection, organization, analysis, and integrating data.
  • Ability to write reports, business correspondence, and procedural manuals.
  • Demonstrate excellent oral and written communication skills and strong interpersonal skills.
  • Proven ability to establish and maintain effective working relationships with all departments, associates, outside agencies and the general public.
  • Work independently, use time wisely, and complete assignments in a timely manner as well as take both verbal and written directions.
  • Skilled in a variety of technology and media platforms with proficiency in Microsoft Office products.
  • Bachelor’s Degree in a related field from an accredited college or university.
  • Five (5) years of water treatment plant experience; with 2 years of plant supervision or management experience.
  • Pennsylvania Class A Water Plant Operators Certificate; or obtain within 6 months after hire date.
  • Applicant must present a current, valid Class C (Class 1) Motor Vehicle Operator’s License at the time of application or prior to appointment. A valid driver’s license must be maintained throughout employment.
  • Applicant must have permanent residency within one of the following Pennsylvania counties at the time of appointment and remain a resident within one of the noted counties throughout employment with Pittsburgh Water: Allegheny, Armstrong, Beaver, Butler, Fayette, Greene, Lawrence, Indiana, Washington, or Westmoreland.

  • PADEP Pennsylvania Water Treatment Certificate Class A, E with the following sub classes 1,6,7,8,10,12 and 13 is preferred.

Responsibilities

  • Provide day-to-day management for all operational assets, facilities, and systems of the Aspinwall Water Treatment Plant, the Highland Reservoir Pump Station, pump stations and storage facilities.
  • Plan, schedule, and monitor staff work assignments, set priorities, and job procedures.
  • Support and monitor Key Performance Indicator (KPI) goals for designated crews.
  • Ensure productivity levels meet KPI goals.
  • Identify, order, schedule and ensure proper delivery of all water treatment chemicals.
  • Manage procurement, contracting, invoicing and payment for chemicals, equipment, machinery, and all contracted and consulting support.
  • Provide training and/or technical assistance as requested or required.
  • Coordinate activities with the Senior Group Manager, Water Production to ensure scheduled activities, equipment, and personnel are in place as needed.
  • Assist in preparation of operating and capital budgets, monitoring progress of expenses.
  • Ensure that operational integrity is maintained, including regulatory compliance with the appropriate environmental, health, and safety regulations.
  • Provide guidance, critical system operational support, emergency decision-making, and filling emergency call-offs to a 24/7/365 staff.
  • Maintain operating and progress records and prepare reports.
  • Supervise, evaluate, coach, mentor, train, discipline and motivate staff and contractors.
  • Monitor work performance standards and employee code of conduct.
  • Approve timecards, overtime, and benefit usage requests, ensuring accuracy.
  • Perform other related tasks as assigned or required.
