Requirements

  • An equivalent combination of education, training, and experience that demonstrates required knowledge, skills, and abilities may be considered.
  • High School Diploma or GED equivalent; supplemented by additional course work
  • At least five (5) years of related water treatment experience; or any equivalent combination of education, experience, or training.
  • Valid Colorado driver's license required
  • State of Colorado Water Operator - Class A Water Treatment
  • Ability to supervise, assign, plan and monitor the work of others.
  • Ability to plan, organize, train, and supervise subordinates in a manner conducive to fully competent performance.
  • Ability to analyze, organize and review work for efficient results and accuracy.
  • Knowledge of federal and state drinking water regulations to ensure compliance
  • Knowledge of water production, treatment, distribution, and storage systems.
  • Knowledge of SCADA systems.
  • Knowledge of laboratory practices, water analysis, and chemical safety.
  • Ability to read and understand written materials and verbal information and instruction.
  • Ability to participate in a respiratory protection program.
  • Ability to explain technical information to customers and team members, occasionally in adversarial situations.
  • Ability to research and evaluate equipment, tools and products pertaining to recommendations for equipment purchases, replacement or repair.
  • Ability to use complex mathematical skills for calculating water discharge, well production, chemical dose rates, surface areas, water age, volumes, weights and measures and instrumentation formulas.
  • Ability to translate verbal communication into effective written material, e.g. reports, graphs and other documents to both internal and external customers.
  • Ability to understand codes, details, laws, regulations, procedures and policies and appropriately apply to situations.
  • Ability to respond to a pager on a routine and after hours rotating schedule.
  • Ability to utilize computer software programs to input, maintain and research data.
  • May include exertion of moderate physical effort to include lifting, carrying. Pushing and/or pulling of objects and materials up to 60 pounds.
  • Ability to drive to and physically access all treatment plants and related facilities.
  • Ability to establish and maintain effective work relationships with other employees and the public.
  • Interprets design documents, schematics and process instrumentation drawings.
  • Knowledge of Microsoft Office applications.
  • Candidate must satisfactorily complete a driving record check and criminal background check prior to commencing employment.

Responsibilities

  • Supervisory duties include training, assigning, coaching, reviewing, planning and scheduling work of others.
  • Makes hiring recommendations, prepares annual employee performance evaluations; recommends promotions and salary increases for staff.
  • Serves as technical expert for water treatment methods, systems, and equipment operations for plant maintenance, engineering, water resources, field services, contractors, and vendors.
  • Inspects plant processes and provides technical advice and assistance on process control issues.
  • Serves as backup Operator in Responsible Charge (ORC) for the Castle Rock Water’s complex water production and treatment system.
  • Responsible for conducting proper and safe operations of water treatment plants, wells, storage tanks, booster pump stations, and water diversion facilities.
  • Directs day, swing, and graveyard shift operations.
  • Assists with administrating operational efficiencies, optimization, policy development and implementation relating to Treatment Services activities.
  • Assists with the planning and development of water production, treatment, and distribution infrastructure.
  • Assists in the administration of the Treatment Services Plant Operations budget.
  • Ensures safe work practices and system integrity for the protection of public health
  • Verifies correct process lab sampling procedures, process lab data collection and documentation, and that correct calibration methods are followed.
  • Verifies chemical usage and effectiveness.
  • Ensures stringent water quality standards are met.
  • Directs equipment calibrations for water quality analyzers, disinfection analyzers, and laboratory equipment.
  • Provides weekend supervisor coverage for Castle Rock Water and is responsible for communicating with the public to answer concerns and complaints, communicating to staff, and coordinating responses and repairs.
  • Responds to complex public inquiries and concerns related water treatment operations, installation, repair, functionality and accuracy, and replacement
  • Responsible for cross-training staff to ensure adequate work coverage.
  • Prepares and maintains records and reports on work activities and equipment
  • Responsible for coaching and mentoring, setting goals, and providing professional development to operations staff
  • Responsible for physically verifying treatment chemical inventories and coordinating and directing chemical deliveries.
  • Double checks operators to verify dosing requirements and optimize chemical usage
  • Directs the safe operations of the surface water diversions, intake screen cleanings, sand removal and creek bed monitoring to limit sediment buildup within the diversion structures.
  • Responsible for conducting field inspections to ensure water production and treatment facilities are in accordance with CDPHE sanitary survey requirements
  • Coordinates, verifies, and conducts process water sampling at water treatment plants and in the distribution system
  • Supervises operation and maintenance activities completed at the water treatment plants and associated facilities, including startup and shutdown of equipment in support of plant maintenance, field services, engineering, and water resource projects
  • Determines equipment issues and utilizes asset management system to create work orders.
  • Updates process equipment records.
  • Ensures work orders are generated and checks for completion on a daily basis.
  • Maintains inventory and manages assets through use of current computer system or via spreadsheet.
  • Prepares analysis and recommends ongoing replacement plans and capital improvement programs
  • Implements Water Treatment Supervisor’s goals and objectives and established schedules and methods for Plant Operations
  • Assists with development and justification of Treatment Services Plant Operations budget, monitors funds and recommends expenditures and adjustments as necessary.
  • Evaluates equipment needs, and performs functions related to purchasing
  • Researches and prepares a wide variety of reports concerning process trending, disinfection effectiveness, chemical usage, electricity usage, and production data
  • Confirms water tank levels are managed daily to meet system and seasonal demands
  • Ensures plant operator staff complete required safety training: Hazwoper, SCBA, and CIRSA.
  • Determines and verifies that plant operators meet and maintain State operator certification requirements.
  • Schedules appropriate certification training as needed
  • Responsible for ensuring employees understand and follow safety guidelines, Town Personnel Guidelines and Values.
  • Provides technical guidance regarding the use of safety equipment in plant and field operations
  • Serves as a “working” supervisor and will perform day to day operator functions as needed
  • Makes decisions and initiates actions regarding operations and maintenance actions.
  • Establish and maintain on-call schedules to ensure appropriate after hours and emergency coverage.
  • Shares the plant operator pager duty on a rotating schedule
  • Lead staff to conduct tours of the water treatment plants for local schools, public outreach, and water treatment professionals
  • Assists with the development and implementation of department policies and procedures
  • Performs other duties as assigned or necessary
