About The Position

The Water Operator positions (A, B, or C) are field roles within the Water Treatment Division, working under the supervision of the Chief Plant Operator. These positions operate and maintain the municipal water treatment plant, performing the tasks required to treat and distribute a safe, adequate water supply for the general public, businesses, and industry. Operator C is an entry-level role, Operator B is a mid-level role, and Operator A is the senior role in the plant operator series. The roles involve applying general to advanced technical knowledge of treatment processes and regulatory requirements to keep the water supply safe and reliable, with Operator A also helping to develop less experienced operators.

Requirements

  • General knowledge of surface water treatment plant and distribution system operations, including chemical dosing and analytical testing procedures.
  • General knowledge of storing, handling, pumping, and containing hazardous chemicals in water treatment, and required safety equipment and procedures.
  • Ability to identify and diagnose routine treatment process issues and refer more complex problems affecting water supply or public safety to senior staff.
  • Familiarity with SCADA system operations; ability to use standard office software for recordkeeping and reporting.
  • General knowledge of state and federal rules and regulations of the operation, maintenance, and reporting of a surface water treatment plant and distribution system.
  • Good math, logic, and reasoning skills; ability to read and communicate effectively with supervisors and coworkers regarding directives and assignments.
  • Ability to maintain accurate and complete records documenting the status and performance of the treatment plant and distribution system.
  • High school diploma or GED, some college preferred.
  • Valid Class C Surface Water Treatment Operator License issued by the Texas Commission on Environmental Quality (TCEQ) (for Operator C).
  • Minimum one (1) year of operating experience within a surface water treatment plant (for Operator C).
  • Working knowledge of surface water treatment plant and distribution system operations, including chemical dosing and analytical testing procedures (for Operator B).
  • Working knowledge of storing, handling, pumping, and containing hazardous chemicals in the water treatment, and required safety equipment and procedures (for Operator B).
  • Ability to identify and diagnose treatment process issues and alert appropriate staff to problems affecting water supply or public safety (for Operator B).
  • Working knowledge of SCADA system operations; ability to use standard office software for recordkeeping and reporting (for Operator B).
  • Working knowledge of state and federal rules and regulations of the operation, maintenance, and reporting of a surface water treatment plant and distribution system (for Operator B).
  • Valid Class B Surface Water Treatment Operator License issued by the Texas Commission on Environmental Quality (TCEQ) (for Operator B).
  • Minimum three (3) years of operating experience within a surface water treatment plant (for Operator B).
  • Additional training or experience in a related field that provides public safety through safe drinking water and adequate supply (for Operator B).
  • In depth knowledge of surface water treatment plant and distribution system operations, including chemical and biological treatment processes (for Operator A).
  • In depth knowledge of storing, handling, pumping, and containing of hazardous chemicals in the water treatment, and required safety equipment and procedures (for Operator A).
  • Ability to troubleshoot and repair electrical apparatus and process instrumentation; strong knowledge of SCADA systems and standard office software (for Operator A).
  • Extensive knowledge of state and federal rules and regulations of the operation, maintenance, and reporting of a surface water treatment plant and distribution system (for Operator A).
  • Strong math, logic, and reasoning skills to interpret data and troubleshoot (for Operator A).
  • Ability to communicate clearly with supervisors and coworkers regarding operational directions and assignments (for Operator A).
  • Judgment Under Pressure - Ability to remain calm and use sound judgment during stressful or hazardous conditions, including maintaining or restoring service during emergencies (for Operator A).
  • Ability to help train less experienced operators and maintain accurate, complete records documenting plant and distribution system performance (for Operator A).
  • Valid Class A Water Treatment Operator License issued by the Texas Commission on Environmental Quality (TCEQ) (for Operator A).
  • Five (5) years of operating experience within a surface water treatment plant (for Operator A).
  • Additional training or experience in a related field that provides public safety through safe drinking water and adequate supply (for Operator A).
  • Associate’s degree or higher in a related field preferred (for Operator A).

Nice To Haves

  • Some college preferred (for Operator C and B).
  • Associate’s degree or higher in a related field preferred (for Operator A).

Responsibilities

  • Operate and maintain the municipal water treatment plant to produce and distribute an adequate supply of safe, treated water for the public, businesses, and industry.
  • Record and monitor water supply and storage levels, staying aware of system needs and demands at all times.
  • Monitor plant operations and processes to ensure compliance with local, state, and federal regulations and to maintain water quality standards.
  • Perform chemical and biological testing and analysis as required by regulatory agencies, and maintain accurate logs and records of water quality and quantity.
  • Identify, diagnose, and correct routine to complex treatment process issues, including chemical dosage, raw flow, and pump adjustments, referring complex issues to senior operators or the Chief Plant Operator.
  • Assist in treatment plant and pump station maintenance or repairs as needed.
  • Respond to customer complaints and maintain detailed records.
  • Perform preventive maintenance and repair on plant equipment and processes.
  • Use knowledge and experience to help develop less experienced operators (Operator A only).
