About The Position

The City of Hillsboro Water Department is seeking candidates to fill a Water Distribution Supervisor position within the Flow Control/Reservoir Section of the distribution division. This role is crucial for delivering safe and reliable water services to the community. The Hillsboro Water Department serves nearly 400,000 people, managing both local distribution and regional water supply. The supervisor will oversee operations and maintenance of raw and finished water storage, including Barney Reservoir and other system reservoirs, as well as finished water conveyance and delivery to partners and wholesale customers. A key responsibility includes operating and monitoring the SCADA system for flow management and performing water utility locates. The position also involves supervising staff, ensuring compliance with regulations, and maintaining the water system for public health and safety.

Requirements

  • Associate’s degree in chemistry, biology, water, wastewater technology, or a related field; and eight years of related experience in all phases of water distribution, storage and conveyance with 4 years of supervisory experience; or, an equivalent combination of education and experience.
  • Knowledge of applicable federal, state, and local laws, codes, regulations, and/or ordinances.
  • Knowledge of supervisory principles, practices, and techniques.
  • Knowledge of procedures, processes, and methods of water treatment plant operations and technology.
  • Knowledge of positive and effective customer service principles.
  • Knowledge of safe work practices.

Responsibilities

  • Oversees three teams within the Flow Control/Reservoir Section, managing operations and maintenance of finished and raw water storage.
  • Manages finished water conveyance and delivery in the Hillsboro distribution system, to partners, and wholesale customers.
  • Operates and monitors SCADA system controls and flow management.
  • Performs water utility locates.
  • Supervises staff, including planning, prioritizing, assigning work, conducting performance evaluations, ensuring training, enforcing policies, maintaining a safe working environment, and making hiring/termination/disciplinary recommendations.
  • Oversees programs related to water system operations to maintain public health and safety.
  • Oversees the daily operations and maintenance of the city’s municipal water system, Joint Water Commission transmission system, and Barney Joint Water Commission water systems.
  • Maintains Oregon Health Authority drinking water regulations and standards.
  • Oversees the preventive maintenance of equipment and instruments.
  • Monitors and performs adjustments to systems and equipment, administers flow rate adjustments, troubleshoots operational problems, and maintains operational quality and water supply requirements.
  • Plans, organizes, and coordinates projects, identifies resource needs, and monitors project activities and schedules.
  • Maintains required documentation and records.
  • Assists in preparing budget input and tracking, planning and program development, recommends system improvements, and prepares related reports and estimates.
  • Participates in the preparation of bid specifications for new equipment, machinery, and other materials for the SCADA system.
  • Manages records and information in accordance with applicable statutes, regulations, and city policy.
  • Manages the operations and maintenance of pump stations, reservoirs, dams, water quality, and treatment; maintains emergency storage, and coordinates water releases.
  • Works with IT and electrical staff for maintaining and operating automation of the water system.
  • Serves as a “Direct Responsible Charge” (DRC) for the water distribution system and complies with all state requirements.
  • Manages, develops advanced controls and logic to operate the hydraulics of the water system.
  • Identifies OR OSHA safety standards for section staff and water facilities.
  • Responds to emergencies outside of regular work hours.
  • Performs other duties as assigned.
