About The Position

Under the direction of the Assistant General Manager, the Water Distribution Superintendent has responsibility for supervising Water Distribution department employees, assigning work and safe work environment. The Water Distribution Supervisor reports directly to the Water Distribution Superintendent. JOB DUTIES AND ESSENTIAL FUNCTIONS Responsible for a variety of tasks and duties, which may include, but are not limited to, the following: Responsible for the resolution of daily departmental operational and maintenance problems. Assist the General Manager and Assistant General Manager in budgeting information for capital and operation and maintenance budgets. Responsible for all water distribution departmental safety training. Ensure that there is always a safe work environment for all employees. Conduct monthly inspections of all equipment, including service trucks, backhoes, and excavation equipment according to the proper Operating Memorandum. Responsible for reducing Lost and Unaccounted for Water. Ensure that investigations are accurate and thorough of damages to water distribution facilities; including the billing and collecting from responsible parties and maintain damage files. Review all requests for ordering inventory replacement materials and materials required for new construction. Lead in evaluating potential new employees for hire, and existing employees for promotion, disciplinary and corrective action, and termination. Responsible for managing, training, and evaluating departmental employees. Read and update water distribution system maps and as-built plans (record drawings). Prepare job proposals for future projects and pre-Construction meetings. Manage the Water Service Inquiry Request process. Coordinate with Development Services for new projects. Subject to 24-hour on-call status. Other tasks and duties as required. Responsible for the Meter Change Out Program. Subject to 24-hour on-call status.

Requirements

  • Thorough knowledge, understanding, and experience in departmental duties, as well as operating policies and procedures.
  • Maintain good knowledge of materials and company part numbers.
  • Know and understand American Water Works Association standard practices and sanitary procedures for disinfecting new main installations and repairs to mains.
  • Thorough knowledge with Arizona Code Title 18 Chapter 4.
  • Thorough knowledge with safety practices and procedures, as well as OSHA requirements.
  • Thorough knowledge of Best Management Practices in accordance with Arizona Pollution Discharge Elimination System.
  • Thorough knowledge with traffic control procedures for performing work within the public right-of-way.
  • Lead by effectively supervising, motivating, training, and developing departmental employees, and to recognize job or employee problems and recommend solutions.
  • Good oral and written communication skills.
  • Ability to interact with other supervisors and the public in a cooperative and professional manner.
  • Neat and presentable appearance.
  • Must be dependable, punctual, and have good attendance.
  • Ability to lift 45 pounds and climb to a height of 40 feet.
  • Ability to perform repetitive physical activities using feet, legs, hands, and arms, and including sit, stand, walk, bend, stoop, reach, grasp, lift, push, pull, climb, crouch, squat, crawl, and twist.
  • Thorough knowledge of personal computer for managing reports and accessing company templates on forms.
  • Excellent interpersonal skills and ability to interact with customers and demonstrated customer and public relations skills.
  • Working knowledge of general plumbing practices and repairs.
  • Must be able to resolve customer disputes and issues with resolutions following company policy and procedures.
  • Ability to interact with supervisors, co-workers, and the public in a cooperative and professional manner.
  • Must have professional demeanor and appearance, be dependable and punctual.
  • Must be physically able to perform work that requires walking, bending, kneeling, limited digging, and lifting 45 pounds.
  • Calculate Water Service Inquiry Request Cost Estimates for Development Services.
  • Understanding of 811 Rules and Arizona Underground Laws.
  • High school diploma.
  • Minimum three years of experience in the water utility business.
  • Must have two years' experience in a management position.
  • Must have knowledge of water system and utility construction practices.
  • Valid Arizona driver's license and acceptable driving record.
  • ADEQ Grade 3 Water Distribution Operator certificate and a willingness to acquire additional grades, including Water Treatment certification.
  • Must have three years of field service experience in either meter reading, customer service, or distribution. A combination of this experience is preferred.
