About The Position

The City of Woodstock is seeking a Water Distribution Operator to join their Public Works - Water department. This is a permanent, full-time, unionized position reporting to the Water Distribution Supervisor. The role involves the inspection and maintenance of the City's water distribution facilities, ensuring water is metered, and making necessary repairs to watermains, services, valves, hydrants, and meters. The operator will also be responsible for responding to customer complaints, enforcing water use by-laws, assisting with locates and permits, and performing leak detection. This position requires participation in on-call duties and availability for after-hours work, including emergencies and planned overtime. Class II Operators may be asked to act as Operator in Charge (OIC) when needed. Requirements

  • Class I or Class II Certification in Water Distribution issued by the Ministry of the Environment, Conservation and Parks. Class III preferred but will assess Class I and Class II candidates based on relevant experience
  • Candidates with OIT's will be considered only if Level 1 or higher candidates are not available.
  • Plumbing or construction experience and ability to operate a variety of equipment used by the Water Distribution Department are definite assets.
  • Valid Class “DZ” driver’s license with satisfactory driving abstract.
  • Excellent organization, communication, and interpersonal skills.
  • Excellent physical condition and ability to work in adverse weather conditions.
  • Willing to obtain a Class II and III Water Distribution Operator License.

Nice To Haves

  • Class III Certification in Water Distribution issued by the Ministry of the Environment, Conservation and Parks.

Responsibilities

  • Inspection and maintenance of the City’s water distribution facilities and on-site material and equipment resources in accordance with required standards.
  • Ensure water is metered, where applicable, and looks for any cross connections.
  • Ensure new water service connection information is provided to the office for proper record keeping and billing purposes.
  • Make repairs and maintain watermains, water services, valves, hydrants, water meters, electronic radio transmitters, including checking for leaks and associated repairs.
  • Prepare detailed notes and sketches of the system, interfacing with the Engineering Department record keeping system and maintain logbooks in accordance with Ministry of the Environment Conservation and Parks standards.
  • Respond, follow up and resolve customer complaints and concerns in the distribution system. Address public concerns and problems related to water system quality and pressures.
  • Follow Ministry of the Environment regulations and standards for drinking water systems, City and County guidelines and procedures and is accountable to the Department of Public Health and Emergency Services.
  • Enforce water use by-laws as established by the County or City.
  • Assist the Supervisor(s) with obtaining locates, permits, preparing traffic control plans, and notifying emergency services of road closures and loss of services.
  • Prepare and distribute water shut-off notices in advance of planned shutdowns, including making arrangements for an alternative water supply source.
  • Use computer diagnostic equipment to perform leak detection within the distribution system and to obtain water reads and troubleshoot water meter problems.
  • Participate in on-call duties and respond to customer emergencies. Performs emergency work in a quick, safe manner to keep customers in service.
  • Must be available for after-hours work for planned overtime, emergencies, and on-call duties. Class II Operators may, if requested by the Supervisor, act as Operator in Charge (OIC) when required.
  • Perform other duties as assigned.
