About The Position

Responsible for the ongoing analysis, development, improvement, and maintenance of division applications and systems to support division strategies and outcomes. Utilize analytical processes to evaluate and provide data reports on internal stakeholder projects and processes to deliver business intelligence and strategic recommendations.

Requirements

  • Bachelor’s Degree from an accredited college or university in Computer Science, Management Information Systems Business Administration, Business Computer Systems, or related field; and, Three (3) years’ experience in application administration, computer programming, data management, information systems, or related field, OR Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.
  • Knowledge of applicable Federal, State, and Local Government laws, ordinances, and regulations.
  • Knowledge of SQL and relational databases.
  • Knowledge of project management principles, including the ability to review and recommend project improvements based on scope and budget.
  • Knowledge of effective research-based strategies, theories, techniques, and methodologies.
  • Skill in moderate-to-complex problem solving; identifying problems and reviewing related information to develop and evaluate options and implement solutions.
  • Skill in performing mathematical and statistical calculations with accuracy.
  • Skill at the college level, in reading, writing, speaking, and interpersonal communications, including principles of English and grammar usage.

  • Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law).
  • Must pass a drug test, criminal history background check, employment history verification, and social security number verification.
  • Must pass a driver’s license check.
  • Must meet civilian hiring standards of the Denton Police Department.
  • Ensure equipment is in safe operating condition; perform preventive maintenance on tools and equipment, as appropriate and/or notify leadership immediately of needed repairs.
  • Follow established safety procedures and techniques to perform job duties, including lifting and climbing; operate tools and equipment according to established safety procedures.
  • Promptly report unsafe conditions in the work area and/or any conditions that are not immediately correctable to leadership.
  • Regular and punctual attendance at the worksite is required for this position.

Responsibilities

  • Act as lead for new project initiative and coordinate with Technology Services on back-end configuration changes; works as a facilitator of projects and process development for all aspects of the assigned systems and act as technical resource to division.
  • Compile, audit, analyze, translate, and ensure data is reliable and valid; provide business data reports to support division strategies and objectives.
  • Collaborate with internal stakeholders to identify business needs; support business solution implementation with internal and external stakeholders.
  • Evaluate and provide recommendations, design, and implement process changes, and monitor progress and provide results.
  • Identify and work with internal and external stakeholders to resolve application issues with assigned software; troubleshoot and document the issue and its resolution.
  • Design, develop, guide, and manage infrastructure asset management programs including the development of concepts, procedures, guidelines, analytical methods, decision-making systems, risk mitigation, data collection, and best practices.
  • Collaborate with internal and external stakeholders to integrate new systems and processes with existing ones to ensure systems meet long-term goals and objectives.
  • Review, create, maintain, administer, and monitor standard operating procedures, work plans, performance standards and goals, and activities to ensure department/division objectives are achieved; notify leader when data trends do not support identified and/or expected outcomes.
  • Provide technical expertise and assistance to other department staff.
  • Provide end-user training developed processes, software, and systems; ensure users understand the relationship between operational practices and report outputs.
  • Provide data to leadership to support performance goals and training.
  • Compile data, create and produce data audits and/or reports for internal and external stakeholders.
  • Assist in the testing of new versions, products, software upgrades, or processes for all modules within the utility billing application and reporting systems.
  • Assists with special projects, as appropriate.
  • Provide staff with first line troubleshooting of issues and how-to guidance on applications.
  • WriteRequest for Proposals (RFPs) for new Electric applications; prepare paperwork needed for purchasing upgrades/new applications.
  • Perform querying of MS SQL databases connected to Electric applications; provide results as appropriate.
  • Administer Electric front-end components of applications and document related processes.
  • Participate in Electric software selection, front-end integration, testing, and implementation.
  • Oversee Electric front-end licensing for Electric department applications.
  • Assist in the testing of new versions, products, software updates, or processes for all Capital Improvement system modules.
  • Oversee implementation and administration of asset management software; audit data to ensure quality data entry, accuracy of related GIS records, maps, asset data, and condition information.
  • Collaborate with internal stakeholders to ensure syncing and regular software updates; provide analysis of the data obtained in reporting.
  • Monitor and analyze performance metrics, including but not limited to, operational capacity, operational quality and efficiency, maintenance plans, the pavement management program, and traffic management program.
  • Coordinate planning and facilitation of status updates for upcoming City projects between internal departments including but not limited to Water, Wastewater, Streets, Drainage, Bike Lanes, Denton Municipal Electric and Capital Projects.
  • Assist in the planning, research, and implementation of special projects for all lines of service in Public Works.
  • Assist in the testing of new versions, products, software updates, or processes for all finance system modules.
  • Oversee Finance related Smartsheet projects, dashboards, and other projects, as assigned.
  • Evaluate new visualization tools and perform research on best practices, as needed.
  • Develop tracking and trending tools to assist with forecasting to ensure achievement of Fire Department performance goals.

  • Identify project tasks; lead and/or assist with project timeline estimations.
  • Coordinate projects with internal and external stakeholders and end users for deadline requirements.
  • Assist with payroll functions and operations to include but not limited to serving as back-up, as needed.
  • Assists with special projects, as needed.
  • Serves as back up to other positions, as needed.
  • Assist in the testing of new versions, products, software updates, or processes for all Police Department system modules.
  • Administer Police Department systems to ensure user access is appropriate and system updates meet compliance requirements.
  • Collaborate with internal and external stakeholders on systems including, but not limited to, resolving technology-related issues, vendor evaluations, providing technical expertise and assistance, and cell phone troubleshooting and upgrades, as appropriate.
  • Oversee Police Department related Smartsheet projects, dashboards, and other projects, as assigned.
  • Develop the Police technology annual operating budget and track operational expenditures; advise and approve small technology purchases.
  • Prepare, create, and maintain relevant information throughout the procurement process including, but not limited to, Technology Governance Committee reviews, Solicitation Review Committee meetings, agenda items, HUB checks, purchase orders and payments.
  • Provide contract management and compliance oversight.
  • Collaborate with internal and external stakeholders to define scope, objectives, budget, and deliverables ensuring alignment and proper prioritization with business goals; evaluate and provide recommendations on new systems to meet business goals.
  • Represent the Police Department in Texas Department of Transportation User Group Committee and be the primary point of contact (POC) for the Police department.
