About The Position

The Wastewater Treatment Plant Supervisor is responsible for overseeing the operation, maintenance, regulatory compliance, and daily management of Clallam County’s wastewater treatment plants and collection systems serving Clallam Bay and Sekiu. Serving as the Operator-in-Charge, this position plans, organizes, assigns, supervises, and evaluates the work of wastewater treatment personnel while ensuring the safe, efficient, and reliable operation of treatment facilities in compliance with all applicable federal, state, and local regulations, as well as County policies. The Supervisor exercises independent judgment in operational planning, employee supervision, maintenance priorities, emergency response, and regulatory compliance, while providing leadership to support effective service delivery and environmental stewardship. Working closely with the Utility Program Manager, the incumbent also contributes to budget planning, resource management, and the continuous improvement of wastewater treatment operations to protect public health and the environment.

Requirements

• Requires knowledge of the field of assignment sufficient to perform thoroughly and accurately the full scope of responsibility as illustrated by examples in the above job description
• High school diploma or equivalent is required.
• Five (5) years of progressively responsible experience in the operation, maintenance, and regulatory compliance of municipal wastewater treatment facilities and collection systems, including experience serving as an Operator-in-Charge or in a lead capacity.
• Demonstrated supervisory or lead experience involving employee direction, work scheduling, training, coaching, performance evaluation, and operational oversight is required.
• Reside within 30 miles of the Clallam Bay Wastewater Treatment Plant
• Respond to after-hours emergencies as they arise
• Possession of a valid Washington State Group II Wastewater Treatment Plant Operator Certification at the time of appointment.
• Valid Washington State Driver License.
• Ability to obtain and maintain all certifications required by the Washington State Department of Ecology and other applicable regulatory agencies.
• U.S. citizenship or proof of legal right to work in the United States
• Pass Background Check
• Pass OSHA/Designated Required Training

Nice To Haves

• College-level coursework in wastewater technology, environmental science, engineering technology, public administration, business administration, or a related field is desirable.
• Equivalent combinations of education, specialized training, and experience that demonstrate the knowledge, skills, and abilities necessary to perform the essential functions of the position may be considered.
• Washington State Group III (or higher) Wastewater Treatment Plant Operator Certification is desirable.

Responsibilities

• Plans, organizes, assigns, supervises, and evaluates the work of wastewater treatment plant operators and other assigned personnel engaged in the operation and maintenance of the County's wastewater treatment plants and collection systems in Clallam Bay and Sekiu.
• Oversees and performs plant operation and maintenance work performed in both of the County's wastewater treatment plants in Clallam Bay/Sekiu.
• Serves as the "Operator-In-Charge" of both County Group II wastewater treatment plants.
• Prepares and submits all required Discharge Monitoring Reports (DMRs), including monthly, quarterly, and annual reports required under facility permits.
• Maintains compliance with laboratory certification requirements and ensures calibration of all equipment.
• Operates sewage treatment, sludge processing, and disposal equipment to control flow and processing of wastewater.
• Monitors flows within the collection systems and treatment plants to optimize treatment processes and prevent overflows.
• Observes weather conditions, operating conditions, meter and gauge readings, and laboratory test results to determine process requirements.
• Starts and stops pumps, engines, and generators to control flow through biological treatment, settling, aeration, and sludge digestion processes.
• Performs routine daily checks of instrumentation, alarms, pumps, controls, and mechanical systems to identify equipment malfunctions or operational deficiencies.
• Ensures daily, weekly, monthly, quarterly, and annual laboratory sampling and testing are completed as required, including but not limited to flows, pH, temperature, BOD5, TSS, fecal coliform, and biological process monitoring.
• Performs preventative maintenance on pumps, valves, compressors, aeration systems, piping, electrical systems, and related equipment.
• Replaces electrical contacts, fuses, relays, transformers, and other electrical components as needed.
• Inspects emergency generators and related equipment to ensure operational readiness during power outages.
• Maintains daily operational records, maintenance logs, calibration records, rainfall data, flow records, and other regulatory documentation.
• Prepares Department of Ecology reports, infiltration studies, and operational reports.
• Performs inspections and approvals for existing and new sewer connections, repairs, utility locates, and maintains associated records and system maps.
• Reviews pumping station operations and performs troubleshooting, repair, and preventative maintenance on motors, pumps, blowers, valves, electrical circuits, and related mechanical equipment.
• Maintains certification of the wastewater laboratory and ensures compliance with all applicable accreditation requirements.
• Collects wastewater samples, performs laboratory analyses, prepares testing reports, cleans laboratory equipment, and prepares laboratory solutions in accordance with Standard Operating Procedures.
• Performs general housekeeping, painting, grounds maintenance, grit removal, and manages biosolids recycling activities.
• Assists in establishing and maintaining treatment plant operating procedures, process control methods, testing protocols, and operational improvements.
• Routinely communicates with the Utility Program Manager regarding treatment plant operations, collection system status, regulatory compliance, budget needs, maintenance priorities, staffing issues, and capital improvement recommendations.
• Assists in preparing annual operating budgets, monitors expenditures, recommends equipment purchases, and identifies operational efficiencies.
• Participates in professional meetings, training, seminars, and continuing education necessary to maintain certifications.
• Perform other related duties as assigned.
