This position will be assigned to the Desert Dunes Water Reclamation Facility within the Wastewater Treatment Division of Utilities. We are looking for someone to join Team Yuma as a Wastewater Treatment Operations Supervisor, working with the Department of Utilities. This ideal candidate will be responsible to manage and monitor operations at the City's Wastewater Utility plant. Under general supervision, manages skilled employees involved in the daily operation, maintenance, and repair of Wastewater treatment plants for the City of Yuma's Utilities Department; monitors the performance of the facility and makes technical adjustments to assure compliance with state and Federal environmental regulations and standards, and City policies, procedures and goals.

Requirements

High School Diploma or GED equivalent; AND five years of Wastewater operations experience, preferably with City of Yuma; OR an equivalent combination of education, training and experience.
Knowledge of City policies and procedures.
Knowledge of State and Federal regulations, safety standards, and inspection protocols, including United States Environmental Protection Agency (US EPA), Arizona Department of Environmental Quality, American Water Works Association, Uniform Plumbing Code, Yuma City Code, and Occupational Safety and Health Administration laws, rules, and requirements governing the management of Wastewater plant facilities and emergency response.
Knowledge of Methods, practices, standards and specifications for compliance to WW regulations.
Knowledge of Principles and practices of Wastewater plant facilities and equipment maintenance and repair.
Knowledge of Principles of operation of Wastewater plant facilities, and servicing requirements of plant machinery and equipment, including SCADA systems.
Knowledge of Techniques and practices for efficient and cost effective management of resources.
Knowledge of Environmentally responsible and resource-efficient public utilities maintenance techniques.
Skill in Managing Wastewater treatment operations, and interpreting and applying technical standards and procedures, Federal and state rules and regulations, and City policies and procedures.
Skill in Analyzing process control and operating problems, evaluating alternatives, and recommending methods, procedures and techniques for resolution of issues.
Skill in Using initiative and independent judgment within established procedural guidelines.
Skill in Managing staff, delegating tasks and authority, and coaching to improve staff performance.
Skill in Making operating adjustments to Wastewater equipment and components.
Skill in Interpreting technical instructions and analyzing complex variables.
Skill in Promoting and enforcing safe work practices.
Skill in Establishing and maintaining cooperative working relationships with co-workers.
Skill in Assessing and prioritizing multiple tasks, projects and demands.
Skill in Operating a personal computer utilizing standard and specialized software.
Skill in Communicating effectively verbally and in writing.
A valid Arizona State Driver's License is required.
Wastewater Treatment Plant Operator's Grade 3 certification from the Arizona Department of Environmental Quality (ADEQ) is required.
ADEQ reciprocity certification is required within 60 days of hire.

Nice To Haves

Associate's Degree in Environmental Science, Engineering, or related field is preferred.
ADEQ certifications in both W/WW functions are preferred; additional technical training and certifications may be required.
Equivalent Certifications from other jurisdictions may be considered at application.
Wastewater Treatment Plant Operators Grade 4 certification is required within 6 months of appointment.

Responsibilities

Manages, reviews and evaluates Wastewater treatment plant operations; reviews operational data and process control functions, and institutes process changes to resolve technical issues and maintain regulatory compliance status; duties may vary according to job assignment.
Monitors Wastewater operations to assure treatment plant performance is stable and in compliance with state and Federal environmental and safety regulations, and City policies, procedures and standards.
Monitors operations to assure that operating procedures are followed; identifies and diagnoses operational problems, discusses scope and attributes of problems with staff, and develops process control changes, alterations, and adjustments necessary to correct problems, and maintain system stability.
Plans and manages the activities of staff; plans, prioritizes and assigns tasks and projects; trains and coaches staff; monitors work, develops staff skills, and evaluates performance.
Plans staffing assignments to assure operational effectiveness; reviews the work of assigned staff to assure the work quality and timely completion of assigned duties and responsibilities.
Leads staff to increase the efficiency of the Wastewater systems; reviews and manages maintenance procedures, repair projects, and work assignments; prioritizes and allocates resources.
Inspects Wastewater plant operations; analyzes primary functionality and ancillary systems; assures quality of work performed, and effective use of resources; assures that work sites and program activities are in compliance with all laws, regulations, policies and safety standards.
Monitors Supervisory Control and Data Acquisition (SCADA) telemetry and process control systems; monitors reports, anticipates problems, and develops solutions.
Responds to critical incidents, and takes command when appropriate.
Manages administrative activities including procurement, inventory, records management, personnel issues, payroll reporting, and work activity reports.
Supports the relationship between the City of Yuma and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and City staff; promotes the City goals and priorities, vision, values and the "Yuma Way", and complies with all City policies and procedures.
Maintains absolute confidentiality of work-related issues and City information; performs other duties as required or assigned.
