About The Position

The Wastewater Plant Supervisor II manages operations and maintenance personnel who perform a variety of work assignments to ensure that regulatory compliance limits are met, assets are maintained in acceptable condition, and water quality, health and safety standards are met or exceeded. The Wastewater Plant Supervisor II also performs and/or supervises related work as required to ensure efficient and effective facility operation. This supervisory position may serve in one of the following roles based on assignment: Plant Supervision: Under the direction of the Wastewater System Manager and/or Assistant Wastewater System Manager, this position is the senior operations employee responsible for performing, planning, organizing, and supervising the operation, maintenance, renewal, and monitoring of the assigned wastewater facility. This position is responsible for the operation of a wastewater treatment facility rated at a minimum of 10 MGD and extending to 30 MGD or multiple facilities, and 18 to 40 employees. Operations Supervision: Under the direction of the Wastewater Plant Supervisor III, this position is the senior operations employee responsible for monitoring, performing, planning, organizing, and supervising the liquids operation of the wastewater facility.

Requirements

  • Possess a high school diploma or GED.
  • Possess eight (8) years of progressive experience in wastewater treatment, including a minimum of three (3) years of progressive supervisory experience.
  • Maintain a Texas Commission on Environmental Quality Class A Wastewater Treatment Operator's License.
  • Maintain a valid Texas Driver’s License.
  • Maintain in-depth knowledge of wastewater treatment processes, compliance requirements, operations and maintenance practices, and reporting/record keeping requirements.
  • Possess a strong ability to manage personnel.
  • Possess solid administrative, planning, and program management capabilities.
  • Possess excellent written and verbal communication skills.
  • Moderate computer skills using Microsoft Outlook, Word, Excel, PowerPoint, and prefer familiarity with CMMS and Financial software applications.

Responsibilities

  • Oversees all aspects of assigned operations and maintenance activities.
  • Oversees hiring, training, development, mentoring, and evaluation of staff. Cultivates an environment of Integrity, Trust, Respect, Unity, Safety, and Teamwork.
  • Ensures plant operations are adequately monitored and controlled to provide reliable and efficient wastewater treatment that meets or exceeds all regulatory requirements.
  • Plans and oversees assigned maintenance and asset management programs for facility assets, including implementation of maintenance and reliability practices and principles and inventory control.
  • Coordinates and collaborates with Operations Professional Engineer to ensure capital improvement projects meet Operations needs. Acts as the primary facility contact during construction projects.
  • Plans strategically for and develops facility operations and maintenance budgets and facility major maintenance projections in collaboration with internal stakeholders.
  • Communicates effectively up and down the chain of command about all aspects of personnel matters, facility operations, and organizational direction.
  • Enforces safety policies and guidelines as required by State statutes and as prescribed by NTMWD. Ensures safe work practices are identified, implemented, and followed.
  • Identifies and responds to deficiencies and emergencies. Communicates about status, develops and implements solutions, and coordinates after-action review and follow-up tasks.
  • Leads continuous improvement and optimization efforts of the facility.
  • Responds to stakeholder inquiries regarding facilities in a timely and effective manner.
  • Leads staff through organizational change and adapts to evolving industry trends.
  • Ensures logs and records, in both written and electronic form, are complete and accurate.
  • Performs oversight of facility grounds and general housekeeping.
  • Complies with and enforces applicable NTMWD policies and procedures.
  • Assumes the responsibilities of direct supervisor(s) and subordinates as required.
  • Performs other duties as assigned.
