About The Position

The City of McMinnville is hiring an Operations Supervisor for the McMinnville Water Reclamation Facility. This position plans, prioritizes, and supervises the operations of the City's Class IV Water Reclamation Facility and pump stations to ensure compliance with state and federal regulations. The Operations Supervisor provides direct supervision to operations staff, including planning and assigning work, evaluating performance, supporting employee development, and recommending personnel actions. Must maintain a DEQ Treatment III certification. This position is geared toward leading and developing our operators, documenting processes, and managing our safety program. The Operations Supervisor will develop training plans, create and maintain standard operating procedures, and help build consistent operational practices while supporting a skilled operations team and ensuring safe, reliable, and compliant wastewater treatment operations.

Requirements

  • Any equivalent combination of education and experience which provide the knowledge, skills, and abilities required to perform the duties as described.
  • A typical way to qualify would be a bachelor’s degree in a related field and at least 7 years of related experience.
  • Knowledge of: Principles and practices of supervision.
  • Strategies to monitor WWS contracts.
  • Methods, materials, equipment, procedures, and practices used in maintaining the City’s Water Reclamation Facility and pump station.
  • Potential hazards and appropriate safety precautions related to assigned work.
  • Equipment maintenance and repair for Water Reclamation Facility and pump station systems.
  • Federal, State, city laws, ordinances and regulations related to program area.
  • Biosolids program management.
  • Skill and Ability to: Supervise staff, coordinate the work of other personnel, and evaluate work outcomes for compliance and effectiveness.
  • Train staff, provide instructions and direction, coach, and give both written and oral performance feedback.
  • Safely operate equipment used at the Water Reclamation Facility and pump stations.
  • Follow established procedures in budget preparation.
  • Develop and implement goals, objectives, practices, procedures, and work standards.
  • Organize, implement, and direct maintenance operations activities at the Water Reclamation Facility and pump stations.
  • Identify problems, research and analyze relevant information, and develop and present recommendations and justifications for solutions.
  • Make sound independent decisions within established policy and procedural guidelines.
  • Operate a computer with word processing, spreadsheet, SCADA and database systems.
  • Read blueprints, maps, and other specifications required for the Water Reclamation Facility and pump stations systems related projects.
  • Work in confined spaces.
  • Exemplify traits that reflect the City’s culture, including integrity, customer service orientation, cultural competency, trustworthiness, flexibility, and a willingness to change.
  • Pass a pre-employment physical exam in accordance with the posted job duties.
  • Driver’s license valid in the State of Oregon with an acceptable driving record.
  • Oregon Wastewater Treatment System Grade III. (or must obtain Grade III within one-year)
  • Must complete the OSHA 30-hour General Industry and Confined Space Competent Person training course within one year of hire.
  • Must complete HAZMAT training within one year of date of hire.
  • Must obtain CPR/First Aid Certificate.

Responsibilities

  • Perform work in accordance with federal, state, and city safety laws, rules, and standards.
  • Prepare various reports on operations activities; maintains documentation and develop procedures.
  • Oversee Biosolids program.
  • Submit annual report to DEQ and the EPA.
  • Assist with Sanitary Sewer Overflow (SSO) Response and Notification Plan, reporting.
  • Assist with monthly DEQ Discharge Monitoring Reports and submit during WWS Manager absence.
  • Perform preventative inspections and evaluations of the plant and pumpstations.
  • Participate in and conduct workplace accident investigations and reviews.
  • Foster and maintain excellent public relations, by ensuring prompt response to public inquiries.
  • Lead and hold team accountable to the plant safety program.
  • Create and maintain plant operational standard operating procedures.
  • Act in the capacity of the Wastewater Services Manager for limited absences.
  • Manage the facility data for compliance through the HACH WIMS platform.
  • Manage data, provides analyses, trending, and performance monitoring, and oversee process control.
  • Supervise Operations with process controls to meet requirements for the NPDES permit.
  • Purchase materials, equipment and services, using City purchasing guidelines.
  • Perform operations and maintenance activities during emergencies when staffing levels dictate.
  • Develop and deliver training on process control, safety systems, and emergency response.
  • Provide presentations and tours.
  • Participate in plant improvement projects.
  • Review plans, documents, and participate in the construction process.
  • Supervise and approve pumpstation design and operation.
  • Coordinate with Maintenance Supervisor to align operational needs with maintenance priorities.
  • Supervise groundskeeping and building maintenance.
  • Assist in preparing the Division budget.
  • Assist in Plant and Pumpstation capital project reviews and recommendations.
  • Procure through approved purchasing processes, equipment, necessary operating materials, supplies, and contract services.
  • Manages, coordinates, and supervises the work of direct reports.
  • Interviews and recommends hiring, disciplinary, and termination actions.
  • Establishes department goals, priorities, and metrics in alignment with the city’s goals and objectives.
  • Establishes individual performance expectations and objectives for direct reports.
  • Selects, supports, and motivates staff.
  • Provides and coordinates staff training and supports professional development goals.
  • Oversees workplace safety programs and policies.
  • Conducts performance review meetings and produces written performance evaluation documents.
  • Provides coaching for performance improvement and takes appropriate disciplinary action, up to and including termination, to address performance deficiencies.
  • Establish and maintain effective working relationships with staff, other agencies, and the public.
  • Perform other duties as assigned within the scope of the classification.
  • Participate in committees when requested.
  • Maintain proficiency in job requirements which may include attending training and meetings, reading materials, and meeting with others in areas of responsibility, which may require travel.
