About The Position

Under supervision (Wastewater Collections Technician I) or general supervision (Wastewater Collections Technician II), performs a variety of semi-skilled and manual work involved in the installation, maintenance, cleaning, and repair of the City's wastewater collection system. The Wastewater Collections Technician I is an entry-level position performing routine tasks, while the Wastewater Collections Technician II is a full journey-level position capable of performing the full range of duties and potentially serving as a lead worker. Advancement to the II level is based on demonstrated proficiency, certifications, and meeting progression criteria.

Requirements

  • Equivalent to the completion of the twelfth grade.
  • Wastewater Collections Technician I: One year (full-time equivalent) of general maintenance and construction experience.
  • Possession of a valid Class C driver’s license at time of appointment.
  • Must obtain a Class A commercial driver’s license with tank and air brakes endorsements within first six months of hire into the position (for Technician I).
  • Wastewater Collections Technician II: One year (full-time equivalent) of responsible experience performing duties as a Wastewater Collections Technician I in the City of Escondido and completion of progression criteria, or two years (full-time equivalent) of experience performing wastewater collection system maintenance and repair duties and completion of progression criteria.
  • Possession of a valid Grade 1 Wastewater Collections System Maintenance certificate (for Technician II).
  • Possession of a valid Class A commercial driver’s license with tank and air brakes endorsement (for Technician II).
  • Possession of, or ability to obtain, CPR certification, Backhoe training certification, Confined Space Entry certification, and other job-related certifications.
  • Ability to perform a variety of manual and semi-skilled tasks involved in the maintenance and repair of the City’s wastewater collection system.
  • Ability to perform a variety of tasks for extended periods of time and in unfavorable weather conditions.
  • Ability to perform heavy manual labor.
  • Ability to work in closely confined spaces while wearing a respirator.
  • Ability to read maps, blueprints, and diagrams.
  • Ability to ensure adherence to safe work practices and procedures.
  • Ability to ensure safety around work areas in high traffic.
  • Ability to prepare and maintain records including time and material use records.
  • Ability to interpret and apply policies, procedures, and standards to specific situations.
  • Ability to perform mathematical calculations.
  • Ability to respond to collection system maintenance/repair emergencies.
  • Ability to safely drive and skillfully operate equipment and machinery.

Responsibilities

  • Performs a full range of general maintenance and cleaning duties related to the City's wastewater collection system, including cleaning and rodding sewer mains and laterals, operating high pressure rodder, manual power rodder, and hand rodder to remove debris, and vacuuming debris from lift stations.
  • Performs a full range of general repairs duties related to the City's wastewater collection system, including trenching, shoring, backfilling, repairing gravity mainline and force mains, repairing laterals, removing roots, repairing infiltration sealing and grouting, and installing/maintaining manholes.
  • Repairs asphalt and concrete after repairs to wastewater collection system, repairs concrete sidewalk panels, assists patch crews in laying new asphalt, and makes temporary street patches.
  • Operates closed circuit televising system to televise underground sewer lines, storm drains, and sewer laterals, identifying blockages, damage, holes, collapsed pipes, faulty connections, leaks, and illegal connections.
  • Locates sewer lines using magnetic or other electronic pipe locating equipment and provides assistance to contractors and other utility companies.
  • Operates a variety of vehicles, equipment, and tools including service trucks, dump trucks, water trucks, vacuum trucks, skiploader, backhoe, large trailers, trench tamper, hydro tamper, concrete and asphalt cutting saws, root saws, jackhammer, and hand and power tools.
  • Inspects and maintains assigned equipment and vehicles, performs safety checks, checks fluid levels, and inspects and maintains safety-related equipment.
  • Performs work in confined spaces, taking necessary precautions and using air quality monitors and ventilators.
  • Sets traffic control including safety devices, signs, and barricades to ensure public and work crew safety.
  • Serves in emergency standby capacity, providing customer service and performing maintenance and repair during after-hours periods, holidays, and weekends.
  • Provides courteous customer service, responds to public inquiries, and addresses customer problems or complaints.
  • Maintains records of basic operations, maintenance, and work performed, calculates material usage, and inputs work activities into an asset management program.
  • May serve as crew leader for small crews, including temporary workers and lower-level employees, and participates in training new employees.
  • Performs related duties as required.
