About The Position

This position is for a Certified Hazardous Material Shipper who will utilize technical knowledge, skills, and training to direct a broad range of packaging and shipping activities. This includes classification of materials, proper package determination, selection of transport mode, and securement. The role involves working with limited direction to complete and sign bills of lading, waste manifests, and pertinent legal documentation to meet DOT, DOE, ICAO, EPA, and state regulations. The position also requires negotiating costs, schedules, and services with qualified carriers for material transport, providing technical support for regulatory interpretations, and project planning for campaigns involving hazardous, radioactive, and waste materials. When assigned transportation certification official (TCO) duties, the individual must maintain current TCO qualification and a thorough understanding of WIPP/WAC and TRAMPAC requirements. The role also includes performing other responsibilities for off-site waste coordination as directed by management, and ensuring all work is performed safely, compliantly, and in accordance with approved procedures.

Requirements

  • Applicable Bachelor’s degree plus 8 years relevant experience.
  • A combination of experience and education may be substituted for a degree. Bachelor’s equivalent is 8 years of directly relevant experience.
  • U.S. citizenship is required.
  • Ability to obtain and maintain Certified Hazardous Material Shipper.
  • Extensive knowledge of DOT, DOE, and ICAO rules and regulations.
  • Maintain certified hazardous material shipper qualification and meet regulatory training requirements.
  • Males born after December 31, 1959, must have registered with the Selective Service System (SSS).

  • When assigned transportation certification official (TCO) duties, maintain current TCO qualification and a thorough understanding of the WIPP/WAC and TRAMPAC requirements to perform assigned work scope.

Responsibilities

  • Classify and prepare shipping documentation, coordinate between waste generator projects, carriers, and state authorities to offer radioactive or hazardous materials, including wastes, for transport.
  • Interface with projects and programs.
  • Perform TCO or off-site waste coordination and provide technical assistance for all aspects of the P&T organization.
  • Access the Integrated Waste Tracking System (IWTS), Waste Tracking System (WTS), and other shipping software for review of waste characterizations, assigning appropriate classifications, and for providing input into systems for processing of waste shipments.
  • Responsible for interpretation of rules and regulations to meet DOT, DOE, ICAO, EPA, and state regulations.
  • Ensure compliance to regulations for packaging and transportation of hazardous, radioactive, and waste materials.
  • Ensure carriers and drivers meet all security requirements and have appropriate credentials before releasing hazardous material shipments.
  • Negotiate carrier contracts for transportation services and freight rates utilizing government approved rate tenders.
  • Conduct assessments of carriers and P&T program.
  • Ensure all work is performed safely, compliantly, and in accordance with approved procedures.
