About The Position

Under direction of the Finance Director or designee, oversees the purchasing, contracting, warehousing, and distribution operations for the City’s Central Stores; to direct material management and inventory control; and to receive, store, and issue parts, supplies, and equipment. Oversees and participates in the development and implementation of inventory management systems and inventory procurement procedures to ensure efficiency, accountability, and compliance with applicable laws and regulations. The Warehouse Supervisor is the supervisory level class responsible for City warehouse and stores operations and services. This classification is distinguished from the classification of Storekeeper by the performance of the supervision of employees and overall responsibility for the efficient and effective operation of the Central Stores operation and services. This classification is further distinguished by responsibility for system oversight, process improvement, regulatory compliance, and coordination of the citywide inventory function. Exercises direct supervision over lower-level staff.

Requirements

  • A high school diploma or equivalent.
  • Four (4) years of purchasing and/or warehouse experience.
  • Possession of a valid Class C California driver’s license.
  • Possession of or the ability to obtain, within three (3) months of date of hire, a forklift operator certificate.
  • Understand the organization and operation of the Central Stores Division as necessary to assume assigned responsibilities.
  • Evaluate quality and price of products to judge suitability of goods and alternatives offered.
  • Perform responsible purchasing and storekeeping duties involving the use of independent judgment and personal initiative.
  • Develop and implement warehousing, receiving, storage, and issuance procedures.
  • Analyze inventory data and make recommendations to improve efficiency and reduce costs.
  • Ensure compliance with applicable laws, policies, and internal control standards.
  • Effectively supervise, train, evaluate, and coach staff.
  • Prepare and maintain detailed and accurate general and financial records.
  • Prepare clear and concise reports.
  • Perform mathematical calculations quickly and accurately.
  • Respond to requests and inquiries for information regarding Central Stores Division purchasing policies and procedures.
  • Interpret and apply the policies, procedures, laws, and regulations pertaining to assigned programs and functions.
  • Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

Responsibilities

  • Receive, examine, and process requisitions for parts, supplies, equipment, and services for the Central Stores Division according to established policies and applicable procurement regulations.
  • Consult with appropriate vendors; receive and analyze quotations for relative prices and consistency with specifications and contractual requirements.
  • Interview vendors in regard to purchasing and storing operations; types of material required; specifications, complaints, and problems arising in connection with purchases and vendor performance expectations.
  • Make recommendations for purchases of equipment and supplies based on cost, quality, lifecycle value, lead times, and operational need.
  • Maintain records showing current information on purchases completed, status of purchases, and sources of supply using computerized inventory and financial systems.
  • Coordinate and consolidate the needs of various City departments for standardized supplies, materials, and equipment to improve efficiency, reduce costs, and support strategic sourcing initiatives.
  • Receive shipments of parts, supplies, equipment, and vehicles for the Central Stores Division; confirm accuracy and quality of shipments and ensure proper documentation and system entry.
  • Store parts, supplies, and equipment; arrange warehouse and storage yard layout and space requirements to maximize efficiency and safety compliance.
  • Issue parts, supplies, and equipment to staff as requested; post parts information from shop work orders and maintain accurate real-time inventory levels.
  • Maintain records of all vendors and purchases made for the Central Stores Division in compliance with audit and records retention requirements.
  • Review and recommend for payment all invoices for materials or services for the Central Stores Division ensuring accuracy, proper authorization, and compliance with contract terms.
  • Prepare forms and specifications for competitive bidding for Central Stores inventory items.
  • Coordinate surplus property and hazardous material disposition in compliance with environmental and regulatory requirements.
  • Input requisitions for purchase orders for stock materials.
  • Respond to questions and/or complaints regarding stock items and provide a high level of internal customer service to City departments.
  • Assist in the preparation of the Division budget, including forecasting inventory needs and monitoring expenditures.
  • Prepare a variety of reports and records.
  • Work with vendors, contractors, public, and divisions and departments in the City to ensure effective coordination and service delivery.
  • Supervise the work of Central Stores staff.
  • Develop, implement, and maintain internal controls and standard operating procedures for warehouse and inventory functions.
  • Support audits by maintaining documentation and ensuring compliance with City policies and external regulatory requirements.
  • Monitor and analyze inventory levels, usage patterns, and reorder points to optimize stock levels and reduce waste.
  • Perform other related duties as required.
