About The Position

Under the direction of the Deputy County Manager, this position oversees the management of the Adult Detention Facility, enforcing policies and procedures, and supervising security, medical, behavioral health, psychiatry, housing, and facility operations. Essential Job Functions include supervising staff, providing instruction, planning and assigning work, evaluating leave requests, approving timesheets, checking final work for compliance, recommending hiring and disciplinary actions, and completing performance evaluations. The role involves overseeing, planning, coordinating, and evaluating the effectiveness and efficiency of the Santa Fe County Adult Detention Facility, formulating programs and policies to address deficiencies. It also includes planning, directing, and coordinating the detention facility’s work plan through subordinate managers, assigning responsibilities, and reviewing work methods. The Warden interprets departmental policies, reviews programs for adherence to county policies and mandates, and maintains compliance with correctional standards. This position is responsible for the yearly operational budget, presenting and justifying it, and ensuring fiscal accountability. The Warden assumes management responsibility for all departmental services and activities, including training, staffing, inmate records, medical appointments, security, and mental health treatment. They update, implement, and write program changes, review policies regularly, and establish effective communication systems internally and with external agencies. The role is responsible for facility inspection and maintenance, conducting employee briefings, and overseeing administrative security and programmatic activities. The Warden establishes facility plans, programs, goals, and objectives, approves policies and procedures, and ensures compliance with laws and regulations. They assist the Public Safety Department with contracts and budget matters, maintain communication with the community, and enhance professional growth through training and development. All designated training must be completed, and other duties may be assigned.

Requirements

  • Bachelor’s Degree in Public Administration, Criminal Justice, Psychology, Sociology, or related field.
  • Eight (8) years of experience in a detention center or correctional facility.
  • Three (3) years must be in the capacity of a senior supervisory or command-level role (e.g., Major, Chief of Security, Deputy Warden, or equivalent).
  • Knowledge of correctional facility functions as well as financial operations.
  • Knowledge of Santa Fe County Handbook and applicable union contracts.
  • Knowledge of state statutes and of the criminal justice systems of the County and the State.
  • Skill in administrative problem-solving techniques and the use of a computer and applicable software.
  • Ability to prepare and maintain accurate records, files, and reports.
  • Ability to make decisions taking into consideration the health and safety of involved parties.
  • Ability to communicate effectively, professionally and maintain a strong sense of responsibility and accountability in their work.
  • Ability to supervise the work of others.
  • Ability to operate with minimal supervision and requires a high degree of initiative and independent judgment.
  • Ability to prepare accurate, complete, and legible reports in English using correct grammar.
  • Ability to react quickly and appropriately to emergency situations.
  • Ability to deal effectively and constructively with challenging or disruptive behavior; plan and support appropriate intervention and programming.
  • Ability to establish and maintain effective working relationships with associate personnel, other law enforcement agencies, courts, other jail facilities, community partners, and the public.
  • Must submit to and pass a County paid pre-employment physical and drug/alcohol screening.
  • Must submit to and pass a county-paid criminal background screening.
  • Must possess and maintain a valid New Mexico Class D Driver’s License.

Responsibilities

  • Supervises staff, provides instruction to employees; plans and assigns work; evaluates and approves/disapproves leave requests; approves timesheets; checks final work to ensure compliance with established policies and procedures; recommends the hiring of new employees; recommends disciplinary action; provides feedback on work performance for employees; completes performance evaluations for employees.
  • Oversees plans, coordinates, and evaluates the effectiveness and efficiency of the Santa Fe County Adult Detention Facility; formulates programs and/or policies to alleviate deficiencies.
  • Plans, directs, and coordinates, through subordinate level managers, the detention facility’s work plan; assigns project and programmatic areas of responsibility; reviews and evaluates work methods and processes.
  • Interprets departmental policies and procedures and reviews current and proposed programs in adherence to all county policies, federal and state mandates.
  • Maintains all governing corrections standards including: New Mexico Association of Detention Standards, Federal Jail Standards, and National Commission on Corrections Health Care Standards.
  • Oversees the yearly operational budget for the Santa Fe County Adult Detention Facility; responsible for presenting and justifying the department budget before the Deputy County Manager, Finance Department, and County Commission; responsible for ensuring fiscal accountability for all budget expenditures.
  • Assumes management responsibility for all departmental services and activities including employee training, staffing levels, inmate records, inmate transfers, inmate medical appointments and/or travel, security, adequate inmate health, and mental health treatment.
  • Updates, implements, and writes program changes to improve jail functions and services; reviews policies and procedures regularly to ensure compliance with new mandates.
  • Establishes and maintains an effective communication system throughout the organization and with other law enforcement agencies, the courts, other jail facilities, and the public.
  • Responsible for the inspection and maintenance of the facility and other adjacent properties ensuring the safety of all employees and inmates.
  • Conducts employee briefings and meetings with staff regularly.
  • Responsible for administrative security and other programmatic activities of the SFCADF.
  • Establishes facility plans, programs, goals, and objectives.
  • Establishes and approves policies and procedures.
  • Ensures activities for the department are performed under all applicable laws, regulations, policies, and procedures.
  • Assists the Public Safety Department with preparation, negotiation, and modification of contracts, budget, program, and administrative matters following Santa Fe County policy.
  • Establishes and maintains communication with Santa Fe County community and civic officials to promote acceptance and involvement in the SFCADF.
  • Enhances professional growth and development through participation in training, seminars, educational workshops, classes, and conferences.
  • Must complete all training as designated or assigned.
  • Performs other duties as directed or assigned.
