About The Position

The Vice President of Facilities Development is a senior executive responsible for the strategic oversight, development, and execution of all facilities-related operations and capital projects across Caz Recovery Systems. This role serves as the organization’s lead authority on construction, facilities management, and physical plant operations. The Vice President is responsible for managing all capital improvement initiatives while also overseeing the day-to-day performance, reliability and safety of all agency facilities.

Requirements

  • Bachelor’s degree in Construction Management, Engineering, Architecture, or a related field required; OR Associate’s degree in Construction Management, Engineering Technology, or a related field with a minimum of 10–12 years of progressively responsible experience in construction, capital project management, or facilities development OR Equivalent combination of relevant education, professional certifications, and significant hands-on experience managing large-scale construction or capital project
  • Valid New York State driver’s license is required.

  • Relevant professional certifications preferred (e.g., Project Management Professional (PMP), Certified Construction Manager (CCM), OSHA certifications, or equivalent)

Responsibilities

  • Lead all capital construction, renovation, and facility improvement projects across the organization
  • Manage full project lifecycle: feasibility, design, bidding, procurement, construction, and closeout with close collaboration with the CEO and CFO.
  • Oversee multiple large-scale projects simultaneously, ensuring adherence to timelines and budgets
  • Serve as primary liaison with architects, engineers, contractors, and development partners
  • Ensure all project execution aligns with organizational goals and regulatory requirements, including compliance with all state and local development standards
  • Serve as primary liaison with Dormitory Authority of the State of New York (DASNY), the Office of Addiction Supports and Services (OASAS), and similar entities or stakeholders
  • Navigate public funding requirements, procurement processes, and project approvals
  • Coordinate with municipalities, inspectors, and regulatory bodies
  • Lead selection, negotiation, and oversight of contractors, vendors, and service providers ensuring competitive procurement and adherence to contract terms.
  • Evaluate vendor performance and enforce accountability
  • Maintain strong vendor relationships while protecting organizational interests
  • Review, negotiate, and approve change orders within established authority thresholds. Ensure changes are necessary and appropriately priced.
  • Monitor project budgets, contingencies, and cost variances
  • Partner with CEO and CFO to maintain financial oversight and transparency
  • Provide subject matter expertise in construction practices, building systems, and regulatory requirements
  • Review and approve plans, specifications, and construction documents for both large and small projects, ensuring effective communication with CEO or stakeholders for approvals.
  • Ensure compliance with all applicable building codes, life safety standards, and inspection requirements
  • Conduct frequent site visits to monitor progress, quality, and contractor performance
  • Identify and mitigate construction risks proactively, including those specific to the healthcare field and working in a setting that remains inhabited during construction.
  • Provide direct leadership and oversight of the maintenance department across all sites
  • Establish and enforce preventive maintenance programs and standards
  • Ensure systems are in place for timely resolution of maintenance issues and system failures with appropriate escalation protocols.
  • Develop and implement long-term facility maintenance and replacement plans
  • Partner with Compliance and Risk leadership to maintain safe and audit-ready environments, including ensuring proper documentation and certifications are maintained
  • Identify inefficiencies within facilities and maintenance operations and implement process improvements to enhance performance, reliability and responsiveness
  • Assess and recommend appropriate facilities support roles and resources to ensure effective execution of maintenance and capital operations
  • Serves on agency committees as requested.
  • Carries out additional duties essential to the above-stated responsibilities as assigned.
