About The Position

Community Federal Savings Bank (CFSB), located in New York City, is seeking a Vice President to support its Card Services business. The Vice President will be responsible for oversight of delegated staff and communicating with clients and payment networks. This is a role for an experienced and accomplished individual with a track record in prepaid and debit card operations.

Requirements

  • Prior prepaid or debit card program implementation experience at a bank required.
  • Bachelor’s Degree or equivalent work experience in a related field.
  • 5+ year’s payments industry experience (prepaid or debit card issuing preferred)
  • “Roll-up-your sleeves” entrepreneurial approach desired.
  • Ability to think strategically and act tactically.
  • Ability to get involved and drive results, demonstrating subject matter expertise and competence without the need for a large support team.
  • Ability to prioritize work and manage multiple concurrent projects in a professional and timely manner.
  • Ability to adapt/respond quickly to change/new information.
  • Leadership and management with strong negotiation skills.
  • Excellent verbal, written, interpersonal communication and leadership skills are essential.
  • Must have a proven track record of effectively working in cross-functional teams, communicating effectively with the vendors/partners, customers, and internal teams.

Responsibilities

  • Manage Card operations team, including interacting with and managing prepaid and debit card program implementation managers.
  • Supervise assigned leads of all implementations of new Visa and MasterCard Card Issuing programs from BIN requests to program launch.
  • Manage multiple concurrent projects and adapt as necessary in an innovative, deadline driven and dynamic environment.
  • Collaborate with IT, Legal, Compliance, Finance and Operations as needed.
  • Interact with multiple stakeholders (vendors, card processors, payment networks) to drive projects to completion
  • Assist with the preparation of materials for internal and external audits.
  • Become the first escalation point for all direct-fintech client relationships.
  • Assist with contract negotiation such as Master Service agreements, Letter of Intents and Tri-party processing agreements.
  • Partner with Legal, Risk, Compliance to cater to clients of varying complexity, across jurisdictions and business models.
  • Build strong relationships with networks and processors, fostering cooperation and support.
  • Provide train plan and guidance to new and existing Card operation team.
  • Develop and implement procedures and workflows related to Card operations.
  • Become key point of contact for Risk, Compliance and Finance team for existing and pipeline clients.
  • Other duties as assigned.
