About The Position

The State of Connecticut, Department of Aging and Disability Services (ADS) is seeking a qualified and experienced individual for the position of Vocational Rehabilitation Supervisor. This role involves leading and supporting a high-performing rehabilitation team, ensuring consistent, high-quality client services, guiding staff development, coordinating services, strengthening community partnerships, and overseeing daily operations. The mission of ADS is to maximize opportunities for the independence and well-being of people with disabilities and older adults in Connecticut. This position is for current ADS employees only.

Requirements

  • Must be a current State of CT employee of the agency listed above for at least six (6) months of full-time service or full-time equivalent service.
  • A Master's degree from an accredited college with a major course of study in vocational rehabilitation, counseling, psychology, special education, or related behavioral or social sciences.
  • Five (5) years of experience in the vocational rehabilitation career series in a state/public vocational rehabilitation program.
  • Two (2) years of experience must have been with the Connecticut Department of Aging and Disability Services, Bureau of Rehabilitation Services as a Vocational Rehabilitation Counselor Specialist.
  • Considerable knowledge of relevant agency policies and procedures; vocational rehabilitation principles, methods, procedures and current developments; current social legislation including federal and state laws, statutes and regulations pertaining to the rehabilitation of persons with a disability; community organizations and other resources available to persons with a disability.
  • Considerable interpersonal skills; oral and written communication skills.
  • Considerable ability to conduct in-service training; relate to different cultural and economic backgrounds; organize time, set priorities and manage workload using an electronic system.
  • Supervisory ability.
  • Incumbents in this class are required to maintain a valid Motor Vehicle Operator's license or Identification Card.
  • Incumbents in this class may be required to travel with or without an accommodation.

Nice To Haves

  • Experience with the implementation of (WIOA) Workforce Innovation and Opportunity Act, with particular emphasis on Title IV, Vocational Rehabilitation, including involvement with the local workforce system.
  • Experience with mentoring new staff or supervising interns.
  • Experience using case management systems and Microsoft Office applications, including TEAMs and Outlook to support case management, organization, and time management.
  • Experience communicating with internal and external stakeholders.
  • Experience communicating with underserved populations and establishing community partnerships.
  • Experience with regional and statewide priority work groups, initiatives, and projects.

Responsibilities

  • Lead and support a high-performing rehabilitation team.

  • Review casework to uphold standards and best practices.
  • Schedules, assigns and oversees work of staff.
  • Supervises, guides, and advises counselors in all phases of rehabilitation case work.
  • Reviews reports and case records for uniformity in the application of policies and standards of services.
  • Conducts performance evaluations.
  • Coordinates all programs and services to provide maximum effective service to clients.
  • Identifies in-service training and staff development needs.
  • Prepares progress and statistical reports and submits to District Director or central office as required.
  • Acts as a liaison with other operating units, agencies and outside officials regarding unit policies and procedures.
  • May plan, organize and direct all activities in a local office or small district office of the Bureau of Rehabilitation Services.
  • May represent the Bureau in community relations activities and speak before lay and professional groups.
  • Performs related duties as required.
