About The Position

To perform routine assessment duties resulting in employment outcomes for individuals with disabilities in connection with a statewide program of vocational rehabilitation. This position works under general supervision with some latitude for independent judgment. It may involve supervising support staff. Specific responsibilities include working with adults and students with disabilities in the Southern Region, providing services to individuals under Pre-ETS, and adults with mental, cognitive, and/or physical barriers. The role involves serving students at various high schools and youth centers, as well as adults throughout the Southern Region. The position requires coverage as needed by the supervisor, attendance at client, employer, and agency meetings, and potential involvement in pilot projects or committees for service development, including Business Engagement. Additional duties include knowledge of Deaf and Hard of Hearing services and other assigned tasks. The counselor is responsible for regular documented client contact, authorizing payment for services, monitoring IPE-driven services, and ensuring clients work towards competitive integrated employment. The individual hired will be working at an E-Verify site and must have their employment eligibility validated through E-Verify.

Requirements

  • A working knowledge of the principles and methods used in vocational rehabilitation.
  • A working knowledge of various disabilities and their impact on individuals.
  • Working knowledge of labor market and labor related issues.
  • The ability to gather information, conduct interviews, develop and implement employment plans.
  • The ability to prepare reports and make studies.
  • The ability to maintain close working relationships with clients, community agencies and employers.
  • Graduation from a college of recognized standing with a Master’s degree in Rehabilitation Counseling.
  • Employment at a level of a Rehabilitation Counselor in a private or public rehabilitation agency.
  • Any combination of education and experience that shall be substantially equivalent to the above education and experience.
  • Employment eligibility validated through E-Verify.

Responsibilities

  • Perform routine assessment duties resulting in employment outcomes for individuals with disabilities in connection with a statewide program of vocational rehabilitation.
  • Conduct initial interviews to screen applicants, gather sufficient data, determine eligibility based upon the existence of a disability and make appropriate judgements.
  • Obtain, analyze, and evaluate medical, psychological, social, vocational, and other pertinent data as part of an evaluation process.
  • Provide counseling and guidance, and to assist clients in formulating suitable vocational objectives and in identifying barriers to employment.
  • Determine the assets of the individual with a disability, the nature and scope of the rehabilitation services needed to implement the rehabilitation process, and to assist the individual reaching vocational goals and objectives and achieving employment.
  • Provide direct and indirect placement services to clients and employers including job analysis, job modifications, and post-employment services.
  • Maintain accurate and complete case records and detailed written reports.
  • Work with adults and students with disabilities in the Southern Region.
  • Provide services to individuals under Pre-ETS, and adults with mental, cognitive, and/or physical barriers.
  • Provide services to students at Coventry High School, West Warwick High School, Phoenix House, Job Corps, West Warwick Youth Center, Coventry Department of Health, and Adults throughout the Southern Region.
  • Be responsible for coverage as needed by the supervisor.
  • Attend various client meetings, employer meetings, and vendor and agency meetings as required.
  • May be involved in various pilot projects or committees to develop services for clients including Business Engagement.
  • Possess knowledge of Deaf and Hard of Hearing services.
  • Be responsible for regular documented contact with clients on caseload at least every three months or as needed.
  • Provide for and authorize payment of services in a timely manner.
  • Monitor any IPE-driven services, ensuring all clients are working toward competitive integrated employment.
  • Have employment eligibility validated through E-Verify.
