About The Position

SMBC Americas Division (AD) Information Technology is seeking a highly experienced Vice President, Technology Program Manager to lead the delivery of strategic database, ERP, and enterprise application initiatives. This role combines Agile delivery leadership, program and project management, governance oversight, service ownership, and stakeholder management to deliver technology solutions across the full SDLC. The successful candidate will lead complex, cross-functional programs across Oracle ERP, databases, data platforms, and enterprise applications. The role requires close partnership with business, technology, operations, risk, audit, and third-party vendors to deliver measurable business outcomes while maintaining strong governance, operational resilience, and regulatory compliance.

Requirements

  • 7 to 10 or more years of progressively responsible experience in technology program management, project management, Agile delivery, or enterprise application delivery.
  • Demonstrated experience delivering programs involving ERP, Finance applications, databases, data platforms, enterprise integrations, or regulatory reporting.
  • Proven experience managing multiple workstreams, executive stakeholders, governance forums, budgets, resources, and third-party vendors.
  • Experience delivering initiatives using Agile, Waterfall, and hybrid methodologies.
  • Demonstrated ability to operate independently and lead through influence in a matrixed organization.
  • Strong understanding of SDLC, program governance, project management disciplines, and Agile delivery frameworks.
  • Working knowledge of databases, SQL, ETL, data integration, cloud services, infrastructure, and enterprise application architecture.
  • Executive-level communication, presentation, and facilitation skills.
  • Strong stakeholder management, negotiation, and influencing capabilities.
  • Strong financial, resource, and vendor management discipline.
  • Excellent analytical, organizational, and problem-solving capabilities.
  • Ability to manage ambiguity, competing priorities, and complex dependencies.

Nice To Haves

  • Understanding of Oracle ERP and General Ledger processing from a technology delivery and project management perspective is preferred.
  • Familiarity with financial systems, subledgers, reconciliations, interfaces, reporting solutions, and downstream data dependencies is preferred.
  • PMP, PRINCE2, or equivalent project or program management certification.
  • Certified Scrum Professional, SAFe, or other Agile delivery certification.
  • Experience with ITIL, COBIT, or CMMI frameworks.
  • Experience delivering Oracle ERP, Finance Transformation, Data Management, or Regulatory Reporting programs.
  • Financial Services experience strongly preferred.

Responsibilities

  • Lead complex, cross-functional technology programs supporting database, ERP, Finance, and enterprise data platforms.
  • Align business objectives, technology roadmaps, investment priorities, and delivery execution.
  • Establish program priorities based on business value, risk, regulatory commitments, resource capacity, and dependencies.
  • Develop and manage integrated delivery plans across multiple teams, applications, and workstreams.
  • Drive strategic initiatives from inception through implementation, stabilization, and transition to production support.
  • Maintain accountability for program outcomes, benefits realization, and measurable business value.
  • Lead medium-to-high complexity initiatives using Agile, Waterfall, or hybrid delivery methodologies.
  • Facilitate Agile planning, delivery reviews, retrospectives, and other team ceremonies as appropriate.
  • Partner with Product Owners to establish priorities and maintain well-defined product backlogs.
  • Maintain delivery transparency through Jira, Confluence, dashboards, metrics, and program reporting.
  • Lead end-to-end execution across the full SDLC, from initiation and requirements through testing, deployment, and closure.
  • Define and manage scope, objectives, schedules, budgets, resources, milestones, and acceptance criteria.
  • Ensure adherence to SDLC, PMO, change management, release management, and quality assurance standards.
  • Proactively manage risks, issues, assumptions, dependencies, decisions, and change controls.
  • Serve as the primary liaison among business leaders, technology teams, control functions, and third-party vendors.
  • Facilitate requirements, planning, design, readiness, and decision-making sessions.
  • Influence decisions across business, technology, operations, risk, and vendor organizations.
  • Present program status, financials, risks, mitigation plans, dependencies, and decisions to senior management and governance committees.
  • Ensure compliance with SMBC policies, SDLC requirements, technology risk frameworks, audit standards, and regulatory expectations.
  • Proactively identify and manage delivery, operational, financial, technology, vendor, and compliance risks.
  • Lead escalation and decision forums to resolve critical issues and maintain delivery momentum.
  • Drive remediation of audit findings, control gaps, and operational risks within agreed timelines.
  • Manage program budgets, forecasts, resource plans, vendor costs, and financial reporting.
  • Evaluate resource requirements and recommend an appropriate mix of employees, consultants, and vendor resources.
  • Manage vendor relationships, contracts, Statements of Work, deliverables, service levels, and performance.
  • Monitor program investments and ensure alignment with expected business value, benefits, and ROI.
  • Oversee implementation, maintenance, and support of database, ERP, and third-party applications.
  • Support major incident management, troubleshooting, root cause analysis, and remediation planning.
  • Maintain current runbooks, support procedures, process documentation, service inventories, and knowledge repositories.
  • Represent the program and technology organization in senior leadership and governance forums.
