About The Position

TPC Homes is the housing development and property management affiliate of The People Concern, a respected homeless services organization. TPC Homes focuses on creating and operating high-quality affordable and supportive housing. The organization is experiencing significant growth, with a pipeline to triple its portfolio in the next three years. The Vice President of Operations will be responsible for building the operational backbone to support this growth, establishing the infrastructure, systems, processes, and compliance capabilities necessary for best-in-class operations. This is a key leadership role focused on creating systems from scratch to enable the organization's expansion and ensure high-quality, stable housing for residents.

Requirements

  • Bachelor’s Degree
  • Current, valid California Driver's License with an acceptable driving record.
  • 7-10 years in affordable housing operations at the corporate level.
  • Proven track record building or substantially improving operational systems and infrastructure in growing organizations.
  • Deep expertise in industry best practices and compliance.
  • Strong financial and analytical skills; comfortable with budgets and operational metrics.
  • Experience with Yardi or similar management software platforms and leveraging technology for operational insight.
  • Excellent project management, process design, and organizational skills.
  • Thrives creating systems from scratch rather than maintaining existing ones; energized by building infrastructure in ambiguous environments.
  • Leads through collaboration—builds infrastructure that enables people rather than constrains them.
  • Emotional intelligence and maturity to professionalize operations while respecting existing expertise and relationships.
  • Connects operations to mission—understands that operational excellence directly impacts resident outcomes.
  • Operates independently and creates clarity from ambiguity without needing extensive direction.

Responsibilities

  • Oversee all aspects of corporate, portfolio and property-level operations, including property and asset management, finance and compliance.
  • Build infrastructure, systems and policies across the organization that create consistency and scalability, with a focus on portfolio performance.
  • Set organizational performance goals, build reporting dashboards and KPIs for actionable visibility and develop the organization’s strategy around software and data tools.
  • Serve as strategic partner to Executive Director on organizational planning, growth readiness, and operational strategy.
  • Build TPC Homes' real estate-specific operational capacity while strategically leveraging The People Concern's organizational support and collaborating with its senior leadership.
  • Lead relationships with external finance, accounting and legal consultants.
  • Support development pipeline by building systems that evaluate new opportunities against operational criteria and smoothly transition new properties from construction to operations.
  • Manage board, lender and investor reporting on operational performance and organizational health.
