About The Position

The Vice President of Finance and Chief Financial Officer serves as the District’s chief financial officer and a member of the executive leadership team. The position provides strategic leadership for financial planning, budgeting, accounting, reporting, investments, debt, risk management, contracts, and the financial aspects of facilities and capital projects. The CFO advises the President and Board of Directors, safeguards public resources, and helps the District make sound decisions that support students, employees, and long-term institutional sustainability.

Requirements

  • Completion of a Bachelor's degree in business, accounting, or finance.
  • Seven to ten years of experience in accounting or financial management required, preferably in a senior management position with an administrative department such as finance and budget.
  • Advanced proficiency with spreadsheets, financial systems, and data analysis.
  • Working knowledge of Microsoft 365, including Excel, Word, PowerPoint, Outlook, and Teams, and experience with an enterprise resource planning system.
  • Commitment to the mission of a comprehensive community college and to decisions that support student access, learning, and success.

Nice To Haves

  • CPA, MBA, or master's in accountancy preferred.
  • Experience cannot be substituted for education.

Responsibilities

  • Provides oversight for accounting, accounts payable, accounts receivable, payroll coordination, purchasing, cash management, grants accounting, and related financial operations. Maintains reliable records and effective internal controls, and ensures compliance with District policy and applicable requirements.
  • Leads the annual budget process and multiyear financial planning. Develops forecasts and financial models, monitors performance against budget, and provides timely analysis to support resource allocation and institutional priorities.
  • Ensures accurate and timely financial reporting for the Board, executive leadership team, and federal, state, granting, and other authorities. Leads the annual independent audit and coordinates corrective action when needed. Recommends finance policy and procedure changes that improve accountability and compliance.
  • Serves on the executive leadership team and brings a financial and operational perspective to districtwide decisions. Advises the President and Board of Directors on financial conditions, opportunities, risks, and policy implications. Serves as Treasurer to the Board of Directors.
  • Partners in long-range facilities planning and funding strategy. Monitors plant fund resources and capital budgets, provides financial oversight for major construction and bond projects, and supports sound contract administration.
  • Coordinates insurance and risk management activities, including participation in the District’s self-insured pool. Provides financial analysis for employee benefit proposals, retirement incentives, fleet decisions, and other major operational matters. Promotes responsive service and clear communication across the District.
  • Leads, supports, and holds accountable the staff and functions assigned to the finance area. Establishes clear goals, develops staff capacity, evaluates performance, and builds effective cross training and succession plans.
  • Oversees cash flow, investments of idle funds, debt service, bond-related financial activity, certified budget requirements, tax levies, and required reporting. Serves as the primary financial contact for rating agencies, financial advisors, auditors, and county officials. Keeps current with laws, regulations, accounting standards, and public finance practices that affect the District. Maintains organized and accessible records for District contracts and agreements in coordination with responsible departments and legal counsel. Participates in the district’s designated self-insured pool as a board member. Represents the District with auditors, financial institutions, government agencies, community partners, and professional organizations. Works and communicates professionally with others and carries out responsibilities in a way that supports student learning and District success. Supports the overall success of the District by performing other duties as assigned.
