About The Position

The Vice President, New Market & Technology Implementations is a senior executive responsible for leading the successful implementation of approved Medicare Advantage health plan expansions into new geographic markets while overseeing enterprise technology implementation initiatives that enable operational scale, regulatory compliance, and exceptional member and provider experiences. This leader serves as the executive accountable for end-to-end market launch readiness, cross-functional implementation governance, operational deployment, and large-scale technology deployments following market selection and business development handoff. The role partners closely with Operations, Network Management, Business Development, Regulatory Affairs, Product, Finance, Clinical Services, Sales, Compliance, IT, and external vendors to ensure timely, compliant, and efficient market launches and system implementations. The Vice President will establish implementation frameworks, drive organizational readiness, mitigate operational risk, and ensure all deployments support strategic growth objectives, CMS requirements, and organizational performance goals.

Requirements

  • 12+ years of progressive leadership experience in health plan operations, healthcare consulting, implementation management, or healthcare technology leadership.
  • 7+ years of executive-level leadership experience.
  • Demonstrated success launching Medicare Advantage products and/or entering new markets.
  • Experience leading large-scale technology implementations in a managed care environment.
  • Strong understanding of Medicare Advantage operational, regulatory, and financial requirements.
  • Experience managing enterprise program portfolios exceeding $10M in implementation investments.
  • Proven track record of leading large, cross-functional teams and complex organizational transformations.
  • Bachelor's degree in Business Administration, Healthcare Administration, Finance, Supply Chain, Information Systems, or related field.
  • Master’s degree in Healthcare Administration, Public Health, or related field
  • Strategic thinker with strong execution discipline.
  • Excellent leadership, influence, and collaboration skills across cross-functional teams.
  • Strong analytical mindset and comfort interpreting clinical and financial data.

Responsibilities

  • Lead implementation planning, execution, and operational readiness for approved Medicare Advantage market expansions.
  • Develop and oversee comprehensive implementation roadmaps, operational readiness plans, and launch milestones for approved new state, county, and regional market launches.
  • Coordinate cross-functional activities to convert approved market strategies into executable launch plans and ensure readiness.
  • Establish launch governance frameworks, milestone tracking, and executive reporting.
  • Assess operational capabilities, launch dependencies, and implementation risks associated with approved market expansion activities.
  • Ensure successful transition from implementation to ongoing operations, including post-launch stabilization and lessons learned.
  • Lead enterprise-wide technology implementation initiatives supporting Medicare Advantage growth and operational transformation.
  • Partner with Information Technology and business leaders to define implementation strategies and execution plans.
  • Drive business process redesign and operational optimization enabled by technology.
  • Ensure seamless integration across systems, vendors, and operational functions.
  • Establish enterprise implementation management methodologies and best practices.
  • Develop and maintain implementation governance structures and steering committees.
  • Manage implementation portfolios consisting of multiple concurrent market and technology initiatives.
  • Monitor implementation KPIs, budget performance, timelines, resource allocation, and risk mitigation activities.
  • Provide executive-level reporting to senior leadership and board committees as required.
  • Ensure all market and technology implementations comply with: CMS Medicare Advantage regulations, State regulatory requirements, HIPAA standards, NCQA accreditation requirements, Internal compliance policies.
  • Partner with Compliance and Regulatory Affairs teams to maintain implementation readiness and audit preparedness.
  • Identify potential compliance risks and implement mitigation strategies.
  • Lead organizational readiness assessments and implementation planning activities.
  • Develop comprehensive change management and communication strategies.
  • Ensure workforce readiness through training, process documentation, and operational support planning.
  • Drive adoption of new technologies, workflows, and operating models.
  • Establish post-implementation review processes to identify lessons learned and continuous improvement opportunities.
  • Oversees assigned staff. Responsibilities include: recruiting, selecting, orienting, and training employees; assigning workload; planning, monitoring, and appraising job results; and coaching, counseling, and performance management.
