In addition to our recent growth in Federal Civilian agencies, we are seeking to expand our capabilities in cloud development and footprint in national-security focused agencies within the Department of Defense and U.S. Intelligence Community. We are currently seeking an experienced and strategic Vice President, Human Resources to join our leadership team and help drive the continued growth, culture, and operational excellence of the organization. Position Summary The Vice President of Human Resources is a hands-on leader responsible for direct administration and execution of Company’s human resources operations and people strategy. Reporting to the CEO, will serve as trusted advisor and Business Partner to corporate leadership, while maintaining direct accountability for day-to-day HR execution and government-contracting environment. This position is highly execution-oriented and requires independent ownership of HR programs, including onboarding and terminations, payroll and labor compliance, benefits administration, performance management, and employment risk management. Ensures HR infrastructure, controls, and practices scale appropriately to support growth and corporate objectives.

Requirements

  • Bachelor’s degree in Human Resources, Business Administration, or related field
  • 15+ years of progressive HR experience, including senior leadership
  • Demonstrated experience operating as a hands-on HR leader
  • Strong working knowledge of employment law and HR compliance
  • Ability to operate independently, manage competing priorities, and maintain confidentiality at the executive level.
  • Proven experience leading and managing comprehensive in-house Human Resources functions, including talent acquisition, employee relations, performance management, compensation and benefits, compliance, training and development, HRIS administration, and policy development.
  • Experience building or modernizing HR departments within growing or evolving organizations, with the ability to balance strategic leadership and hands-on execution.
  • Excellent interpersonal, communication, and leadership skills with the ability to build trust across all levels of the organization.
  • Strong change management and organizational development experience, particularly in environments undergoing operational scaling, restructuring, or transformation
  • Experience selecting, implementing, and optimizing HR technology platforms, payroll systems, benefits administration tools, and employee lifecycle processes.
  • Demonstrated experience developing employee handbooks, policies, SOPs, and internal HR governance structures.

Nice To Haves

  • Demonstrated success helping organizations transition from a Professional Employer Organization (PEO) or outsourced HR model to a fully internalized HR operation, including establishing scalable processes, systems, compliance frameworks, and internal HR infrastructure.
  • Experience supporting government contracting, professional services, or highly regulated industries preferred.
  • SHRM-SCP, SPHR, or equivalent senior HR certification preferred.

Responsibilities

  • Serve as senior HR advisor and business partner to the CEO and executive leadership team.
  • Act as the primary point of accountability for all HR matters for employees, managers, executives, and external partners.
  • Administer and oversee core HR operations, including onboarding, offboarding, employee records, payroll compliance, and HR systems.
  • Evaluate and improve organizational structure, policies, and processes to support efficiency and scalability.
  • Administer performance management processes, including goal setting, mid-year and annual reviews, promotions, and corrective actions.
  • Serve as the primary escalation point for employee relations issues, investigations, and disciplinary matters.
  • Coach managers on documentation, performance accountability, and effective people management.
  • Lead annual compensation planning, including merit increases, bonuses, and retention programs, in partnership with Finance.
  • Oversee and administer employee compensation and benefit programs.
  • Lead benefit negotiations and ongoing relationships with insurance brokers and benefits providers.
  • Ensure benefit offerings remain competitive, compliant, and cost-effective.
  • Ensure compliance with all applicable federal, state, and local employment laws and regulations, including wage-and-hour and EEO requirements.
  • Oversee employment-related compliance supporting government contract requirements, in coordination with Operations and Finance.
  • Manage employment risk, including terminations, reductions in force, and policy enforcement.
  • Maintain HR compliance calendars, required filings, audit support, and employee handbook policies.
