About The Position

RPS is seeking a highly experienced Vice President, Low Value Dwelling Program to lead a large-scale personal lines property insurance program specializing in low value residential dwellings, homeowners and dwelling fire. Reporting to the SVP of Programs, this program leadership role is responsible for driving underwriting profitability, carrier and agency relationships, program growth, regulatory compliance, operational effectiveness, and strategic business development. The VP is expected to oversee a mature homeowners' program with significant premium volume and an extensive network of agency partners while working closely with carrier partners and executive leadership to support continued growth and profitability. The ideal candidate will possess deep expertise in homeowners products, underwriting operations, and program administration. They will be the visible leader and public face of RPS Programs, representing the business internally and externally with carrier partners, agencies, producers, regulators, and executive leadership. This individual must possess exceptional communication, relationship management, and executive presentation skills. They should be equally comfortable discussing underwriting strategy with carrier executives, conducting agency visits with top producers, presenting business results to senior leadership, and leading internal teams through change and growth initiatives.

Requirements

  • Bachelor's degree and 7 years related experience required.
  • Excellent knowledge of the insurance brokerage business.
  • Minimum 15 years of property and casualty insurance experience
  • Minimum 10 years of experience in property insurance could also include: Habitational Property, Homeowners Insurance, Dwelling Fire / Low Value Dwelling, Force-Placed Mortgage Insurance
  • Demonstrated leadership experience managing insurance programs or business units with direct reports and P&L responsibilities and accountability.
  • Demonstrated success growing premium volume while maintaining underwriting discipline and program profitability.
  • Strong knowledge of personal lines underwriting, distribution, carrier relationships, and regulatory requirements.
  • Experience managing agency relationships and driving profitable growth.

Responsibilities

  • Provide executive leadership for the Low Value Dwelling and residential property insurance program.
  • Establish and execute program strategy, growth initiatives, underwriting objectives, and profitability goals.
  • Maintain oversight of program performance, premium growth, retention, loss ratio performance, and carrier profitability.
  • Lead underwriting strategy, risk selection, referral practices, authority management, and guideline development.
  • Monitor portfolio performance and implement underwriting actions to improve profitability and risk quality.
  • Ensure compliance with state insurance regulations, carrier requirements, licensing standards, and internal controls.
  • Evaluate emerging market trends and recommend product or underwriting enhancements.
  • Serve as the primary relationship manager for carrier partners, reinsurers, and key vendor relationships.
  • Support carrier audits, business reviews, regulatory inquiries, and strategic planning sessions.
  • Identify and develop new market opportunities and carrier capacity solutions.
  • Negotiate program enhancements, authority expansion, and product development opportunities.
  • Develop relationships with key retail agencies, mortgage servicers, and distribution partners.
  • Create and execute growth strategies focused on agency production and geographic expansion.
  • Conduct agency visits and producer development activities.
  • Monitor agency performance and identify opportunities for increased market penetration.
  • Partner with Legal, Compliance, and Operations teams regarding audits, market conduct examinations, and regulatory matters.
  • Lead and develop underwriting and program staff.
  • Build succession plans and strengthen organizational capability.
