About The Position

24 Hour Home Care is seeking a transformational executive to lead enterprise compliance, regulatory strategy, and risk management across one of California's leading providers of non-medical home and community-based care. This is not a traditional compliance role. We're looking for a visionary leader who will build a best-in-class governance and compliance function that ensures critical regulatory, contractual, and operational obligations are proactively managed while enabling sustainable growth. Partnering directly with executive leadership, you'll strengthen organizational oversight, accountability, and risk management while serving as the enterprise leader for Medicaid, Medi-Cal, managed care, and regulatory compliance.

Requirements

  • Deep expertise in Medicaid.
  • Experience leading compliance within a healthcare organization.
  • Strong knowledge of Managed Care Organization (MCO) contracts.
  • Enterprise governance, compliance monitoring, measurement, and executive reporting.
  • Fraud, Waste & Abuse (FWA) program leadership.
  • Enterprise risk assessment and mitigation.
  • Regulatory compliance strategy and operational execution.
  • Proven success translating complex regulations into scalable operational processes.

Nice To Haves

  • Knowledge of California Medi-Cal and CalAIM programs.
  • Experience in home care, community-based services, managed care, health plans, provider organizations, or other Medicaid-funded healthcare environments.

Responsibilities

  • Build and lead an enterprise-wide compliance and governance program.
  • Develop executive dashboards, compliance reporting, and risk metrics.
  • Serve as the organization's subject matter expert on Medicaid, Medi-Cal, CalAIM, Community Supports, and managed care regulations.
  • Lead the enterprise Fraud, Waste & Abuse (FWA) program.
  • Ensure compliance with Managed Care Organization (MCO) contracts and regulatory requirements.
  • Partner with Operations, Finance, Revenue Cycle, HR, Legal, and executive leadership to embed compliance into day-to-day operations.
  • Lead audits, investigations, corrective actions, and enterprise risk management.
  • Transform compliance into a proactive business partner that enables growth and operational excellence.

  • The expected California Pay Range for this position: $240,000—$290,000 USD
