About The Position

The Vice President, Campus Operations & Development provides strategic leadership for campus operations, capital projects, facilities, safety, security, and institutional compliance. This role oversees the integration and alignment of these functions across all campuses and learning centers, ensuring operational policies and procedures enhance efficiency and support student and employee needs. The position also leads strategic programming, campus development, and ensures a culture of safety, security, and emergency preparedness. Additionally, it involves policy development, external partnerships, and fostering a culture of belonging.

Requirements

  • Bachelor’s Degree in Education, Business, or Public Administration.
  • Five (5) years of successful work experience in the area of supervision, campus operations, policies and procedures, fiscal management, and/or administration.
  • Five (5) years of progressive leadership experience, including at least three (3) years of direct supervision of professional staff and/or multiple functional areas.

Responsibilities

  • Provide strategic leadership to ensure the integration and alignment of capital projects, facilities, safety, security, and operational functions across all campuses, locations, and learning centers.
  • Oversee the administration, management, and coordination of College-wide operational policies, procedures, and best practices, including planning, budgeting, and facilities management.
  • Ensure the development and implementation of operational policies and procedures that enhance efficiency, effectiveness, and service delivery, creating seamless experiences across all SCC locations.
  • Provide oversight of the development and review of College policies, procedures, and operating practice manuals.
  • Collaborate with other divisions, faculty, and staff to ensure campus operations support student and employee needs.
  • Provide administrative oversight and supervision of divisional staff, budgets, and operational resources.
  • Provide strategic leadership and administrative oversight for the Institutional Compliance division, ensuring alignment with institutional policy, procedure, and practices, and regulatory requirements across all SCC campuses and locations.
  • Direct institutional compliance programs, including Title IX, civil rights, Clery Act, and related regulatory requirements, ensuring the College maintains robust investigation, training, reporting, and risk mitigation processes in accordance with federal, state, and local mandates.
  • Lead long-term campus master planning, infrastructure expansion, and deferred maintenance projects, ensuring alignment with institutional growth, enrollment trends, and academic needs.
  • Work with college divisions and cross-functional teams to ensure campus facilities and infrastructure support new program development, student needs, and workforce demands.
  • In collaboration with the VP of Administrative Services and the AVP of Facilities, ensure oversight of financial planning, space allocation, and operational sustainability of all campus projects.
  • Oversee the planning, execution, and management of capital projects, ensuring timely completion, budget adherence, and alignment with SCC’s strategic priorities.
  • Ensure campus facilities maintain the highest standards of safety, sustainability, and functionality.
  • Promote campus culture in alignment with the College’s mission and strategic plan to maximize a positive and engaging organizational climate by encouraging input, reflective and transparent communication, and compassion and respect toward the views and ideas of others.
  • Work closely with the Associate Vice President of HR to promote a positive and engaging climate on all SCC campuses.
  • Support effective and sustainable staffing and compensation levels to ensure College operational excellence.
  • Partner with other divisions to explore new innovations, initiatives, and programs that align with SCC’s mission, vision, and strategic goals.
  • Ensure campus infrastructure and operational planning support the execution of strategic initiatives and long-term institutional priorities.
  • Utilize data-driven research, benchmarking, and feasibility analysis to assess the impact and sustainability of proposed initiatives.
  • Foster cross-functional collaboration by coordinating efforts between academic programs, student services, operations, and external partners for smooth initiative execution.
  • Implement roadmaps, project timelines, and measurable success metrics for initiatives approved for advancement.

  • Establish and maintain a culture of safety and preparedness by ensuring that all SCC campuses, locations, and learning centers meet or exceed best practices in health, security, emergency management, and environmental safety.
  • Lead the development, implementation, and continuous improvement of emergency response, environmental health, and business continuity plans to ensure SCC can effectively mitigate, respond to, and recover from crises, including natural disasters, public health emergencies, and security threats.
  • Strengthen emergency preparedness by ensuring the implementation of proactive training, tabletop exercises, and full-scale drills for faculty, staff, and students, ensuring alignment with local, state, and federal emergency protocols.
  • Ensure security and risk management strategies by integrating crime prevention, threat assessment, and emergency response coordination in partnership with law enforcement and emergency agencies.
  • Ensure regulatory compliance and risk mitigation through college-wide environmental health initiatives, including hazardous materials management, air and water quality, occupational health, and fire/life safety standards.
  • Ensure business continuity and operational resilience by developing contingency and recovery plans to minimize disruption to campus operations and maintain critical institutional functions.
  • Provide administrative oversight for the Environmental Health & Safety ( EHS ) program, ensuring the College complies with federal, state, and local regulations and public health standards.
  • Work with the Special Projects Directors and other staff responsible for the creation, review, and revision of College policies, procedures, and operating manuals.
  • Ensure all operating practice manuals are updated based on the responsive schedule and that the manuals accurately reflect and align with College policies and procedures.
  • Provide oversight of all components associated with the policy/procedure/manual creation and revision process.
  • Work closely with the Board of Governors HR/Policy Team to facilitate Board review and potential approval of policies.
  • Build and strengthen external partnerships that support campus development, workforce training, and student engagement, while leveraging collaborations for funding and resource-sharing.
  • Represent SCC in public and community engagements, ensuring effective communication with students, faculty, staff, and external stakeholders.
  • Work with community organizations and committees to promote SCC’s mission and enhance institutional impact.
  • Serve as a key public speaker and institutional representative for addressing campus concerns and development initiatives.
  • Foster collaborative relationships across divisions, campuses, and institutions to ensure alignment with college-wide goals and initiatives.
  • Drive a culture of continuous improvement by identifying opportunities for process optimization, cost savings, and operational efficiency, ensuring high standards of service and compliance with institutional policies.
