About The Position

Hill International is seeking a Vice President to help deliver Hill Advisory’s client services and support business development. Hill Advisory is the company’s strategic advisory practice, supporting infrastructure owners across sectors such as airports, transit authorities, state DOTs, utilities, and municipal agencies. The role works directly with agency executives, boards, and program leadership to structure and de-risk major capital programs, and works with Hill’s internal team to strengthen the practice’s reputation as an independent advisor to infrastructure owners making complex decisions about capital program planning, delivery, funding, and execution. The Vice President provides strategic, commercial, and financial advice across infrastructure capital programs; develops and interprets business cases, financial models, and delivery strategies; supports procurement and commercial documentation; assesses governance and organizational structures; and leads client engagements and multidisciplinary teams. The role also contributes to new business development, cultivates client and partner relationships, and represents Hill Advisory at industry events. Work spans infrastructure sectors, with particular focus on transportation, energy, or government facilities.

  • Strong grasp of infrastructure project finance mechanics, including project financial modeling, funding and financing strategy, and public credit programs.
  • Ability to develop, interpret, and negotiate project contracts, agreements, and procurement documents; ideally with substantial exposure to alternative delivery project contract development.
  • Demonstrated ability to lead engagements independently, manage client relationships, and develop new business.
  • Excellent writing and communication skills, including the ability to distill complex financial and commercial analysis for executive and board audiences.
  • Track record of advising public agency executives or boards directly, with the judgment and presence to act as a trusted advisor.
