About The Position

We are seeking a highly experienced VA Subject Matter Expert (SME) and Medical Health Services Manager to serve as Team Lead on the Women Veterans Quality Improvement Project (WV-QIP) – Phase II, a federal healthcare initiative focused on advancing the quality of care and services delivered to women Veterans across the VA healthcare system. In this role, you will leverage deep executive-level knowledge of VA Medical Center and Network operations to guide quality improvement strategies, inform programmatic decisions, and provide authoritative guidance aligned with VA policies, directives, and clinical care standards. This position operates within a federal contracting environment supporting the Department of Veterans Affairs and requires a thorough understanding of VA organizational structure, healthcare delivery systems, and women's health program requirements. Requirements

  • 10+ years of progressively responsible experience in healthcare administration and executive leadership, specifically within the VA healthcare system, including direct experience as a VA Medical Center Director or Veterans Integrated Service Network (VISN) Network Director.
  • Bachelor's Degree required; advanced degree in Healthcare Administration, Public Health, Business Administration, or a related field strongly preferred.
  • Direct, hands-on experience working within the Department of Veterans Affairs healthcare enterprise, with demonstrated familiarity with VA organizational hierarchy, governance structures, clinical operations, and quality improvement methodologies.
  • Ability to obtain and maintain VA facility access credentials and comply with all VA information security, privacy, and background investigation requirements applicable to contractor personnel (e.g., VA PIV/CAC, Position of Trust determination).
  • Must be authorized to work in the United States; this position does not offer visa sponsorship.
  • Demonstrated experience leading multi-disciplinary teams in a federal contracting or government program environment, with strong written and verbal communication skills and the ability to produce executive-level deliverables, briefings, and reports.

Responsibilities

  • Serve as Team Lead for the WV-QIP Phase II project, providing executive-level subject matter expertise on VA Medical Center and Veterans Integrated Service Network (VISN) operations, organizational structure, and healthcare delivery models to guide project strategy and outcomes.
  • Lead the development, review, and implementation of quality improvement frameworks, tools, and recommendations tailored to women Veterans' healthcare programs across VA facilities, ensuring alignment with VA Office of Women's Health policies and directives.
  • Coordinate and facilitate stakeholder engagement activities, including meetings, workshops, and briefings with VA leadership, clinical staff, program officers, and contracting personnel to advance project milestones and deliverables.
  • Oversee the assessment of VA Medical Center performance data, site visit findings, and gap analyses related to women's health services, synthesizing results into actionable reports and improvement plans for VA leadership review.
  • Mentor and provide technical direction to project team members, ensuring work products meet federal quality standards, contract requirements, and the specific programmatic needs of the Women Veterans Quality Improvement Project.
  • Monitor project progress against established timelines, performance metrics, and deliverable schedules, proactively identifying risks or barriers and communicating mitigation strategies to the Contracting Officer's Representative (COR) and relevant VA stakeholders.
