About The Position

Arapahoe County Water and Wastewater Authority (ACWWA) is seeking a full-time Utility Water/Wastewater Engineer to join their Engineering Department. This role is responsible for planning, organizing, and directing complex utilities projects within the Capital Improvements Program for the Water Department. The engineer will assist with the implementation of water and wastewater projects, serving as a project manager from planning through construction and closeout. ACWWA provides essential drinking water and wastewater services to approximately 3,500 residences and businesses primarily in Arapahoe and northern Douglas Counties.

Requirements

  • Strong knowledge of project management principles for public infrastructure projects.
  • Experience managing or supporting design and construction of water/wastewater facilities, pumping systems, and pipelines.
  • Knowledge of engineering design standards, construction practices, and contract administration.
  • Familiarity with Colorado regulatory environment (e.g., CDPHE) and special district operations.
  • Ability to manage multiple projects and prioritize competing deadlines.
  • Strong communication skills, including ability to present to management, public groups, and board or directors.
  • Ability to read and interpret engineering plans, specifications, and legal/contract documents.
  • Experience with construction administration and field coordination.
  • Ability to analyze problems, evaluate alternatives, and make sound engineering decisions.
  • A bachelor’s degree from a recognized college or university with a major in civil engineering.
  • 0-5 years of experience in water / wastewater / civil engineering.
  • Registered as a Professional Engineer in the State of Colorado or have the ability to obtain registration within 6 months.
  • Any combination of education and experience that provides the required knowledge and abilities will be considered.

Nice To Haves

  • Preference given to applicants with a bachelor's degree in civil engineering from a 4-year ABET accredited college or university.
  • Familiarity with hydraulic modeling or system analysis tools.

Responsibilities

  • Serve as project manager for capital improvement projects from planning through construction and closeout.
  • Lead and coordinate study, design, bidding, and construction phases of water and wastewater infrastructure projects.
  • Manage project scope, schedule, and budget, including cost tracking, forecasting, and change management.
  • Act as the primary point of contact for consultants, contractors, regulatory agencies, and internal stakeholders.
  • Oversee construction administration, including submittals, RFIs, pay applications, change orders, and field coordination.
  • Identify risks and develop mitigation strategies during design and construction.
  • Perform engineering analysis and review of plans, specifications, and technical documents.
  • Coordinate with operations and maintenance staff to ensure constructability and operational continuity.
  • Support development and implementation of the Capital Improvement Program (CIP), including project prioritization and budgeting.
  • Prepare and present project updates, reports, and recommendations to management, committees, and the Board.
  • Ensure compliance with local, state, and federal regulations, including CDPHE requirements.
  • Participate in or support programs such as asset management, regulatory compliance, and industrial pretreatment.
