About The Position

The Utility Supervisor, under the direction of the Utility Superintendent, is responsible for planning, coordinating, and supervising staff and operations of the Water Maintenance Division. This position assists in the oversight of the city’s public works maintenance and operations activities, including water distribution systems, wastewater collection systems and related maintenance operations. The role involves direct oversight of staff performing difficult and complex, professional, and technical work related to all programs and activities of the Water Maintenance Division. The Utility Supervisor provides division-level support and administers current and long-range planning activities; manages the effective use of the appropriate City's public works maintenance resources to improve organizational productivity and customer service.

Requirements

  • High School Diploma or equivalent.
  • Experience leading a team in the utility maintenance field.
  • Class B Water Distribution License from TCEQ.
  • Knowledge of employee supervision principles, including work planning, evaluation, and staff training.
  • Knowledge of applicable federal, state, and local laws and regulations related to division operations.
  • Knowledge of safety practices and risk-management principles.
  • Knowledge of water distribution operations and relevant industry standards.
  • Knowledge of modern office practices, record keeping, and computer applications used in division activities.
  • Skill in using computers and software applications, including Microsoft Office and specialized programs.
  • Skill in analyzing administrative and technical information and preparing clear written materials.
  • Skill in communicating effectively with staff, contractors, vendors, and the public.
  • Ability to plan, assign, and review staff work and ensure proper training.
  • Ability to evaluate and improve operational methods, procedures, and techniques.
  • Ability to interpret and explain City policies, procedures, and applicable regulations.
  • Ability to organize multiple tasks, manage projects, and meet deadlines.
  • Ability to maintain effective working relationships and uphold professional standards.

Responsibilities

  • Manages and participates in the development and implementation of goals, objectives, policies, and priorities for the Water Maintenance Division.
  • Recommends departmental policy, appropriate service and staffing levels.
  • Plans, manages, and oversees the daily functions, operations, and activities of the Water Maintenance Division and staff.
  • Develops and standardizes procedures and methods to improve the efficiency and effectiveness of assigned programs; continuously monitors and evaluates the efficiency of service delivery methods and procedures.
  • Manages and coordinates the work plan for the assigned Division; meets with staff to identify and resolve problems; assigns work activities, projects, and programs; monitors work flow; reviews and evaluates work products, methods, and procedures.
  • Participates in the hiring, training, and evaluation processes of assigned personnel.
  • Prioritizes and allocates available resources and evaluates service delivery.
  • Develops and reviews staff and regulatory reports related to line maintenance and operations activities and services.
  • Assists and participates in the development and administration of the Division budget; oversees the budget for the Division.
  • Provides complex assistance to the Utility Superintendent or the Assistant Director of Water Operations as needed.
  • Prepares and presents staff reports and other necessary correspondence.
  • Conducts a variety of organizational studies, investigations, and operational studies; recommends modifications to assigned programs, policies, and procedures, as appropriate.
  • Implements adopted water distribution maintenance and operations plans, policies, and standards.
  • Coordinates assigned services and activities with those of other divisions and outside agencies and organizations.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of water distribution; researches emerging products and enhancements and their applicability to the city needs.
  • Monitors changes in regulations and technology that may affect operations; implements policy and procedural changes after approval.
  • Receives, investigates, and responds to problems and complaints in a professional manner; identifies and reports findings and takes necessary corrective action.
  • Responds to operations, maintenance, and repair emergency situations as required.
  • Performs other duties as assigned.
