About The Position

The Utility Project Manager ensures the effective planning, coordination, and delivery of utility infrastructure projects that support safe, reliable water and wastewater services for the community. This role exists to advance and sustain the Town’s utility systems through capital planning, project execution, and regulatory alignment, enabling essential municipal services that enhance quality of life. The position leads project management activities, collaborates with internal teams, contractors, regulators, and interest holders, and ensures projects are delivered efficiently, responsibly, and in alignment with long-term infrastructure goals. Through strong coordination, communication, and oversight, the role contributes to resilient infrastructure and responsible stewardship of public resources.

Requirements

  • Post-secondary education in an engineering discipline (e.g. degree in Civil, Mechanical, or Chemical Engineering OR Civil Engineering Technologist (C.E.T.) with a minimum of seven (7) years’ experience in construction project management
  • Minimum five (5) years of experience (seven (7) years for a C.E.T.) in: Project management, budgeting, and financial management
  • Strategic planning and performance measurement
  • Demonstrated ability to manage and deliver capital infrastructure projects
  • Proficiency in reading and interpreting engineering drawings, specifications, and legal agreements
  • Knowledge of municipal procurement and contract administration practices
  • Understanding of Alberta regulatory requirements related to water and wastewater systems
  • Strong ability to assess risks, costs, and benefits of process improvements
  • Strong written and verbal communication skills in English
  • Advanced proficiency with Microsoft Office applications (Outlook, Teams, SharePoint, Excel)
  • Ability to collaborate effectively with internal teams, contractors, regulators, and interest holders
  • Ability to manage multiple priorities and deliver results in a dynamic environment

Nice To Haves

  • Professional Engineer (P.Eng.) designation, licensed in Alberta or eligible for registration

Responsibilities

  • Lead planning, scoping, and delivery of utility capital projects aligned with system needs and long-term plans
  • Manage project timelines, budgets, risks, and deliverables to ensure successful outcomes
  • Coordinate third-party project managers and technical experts for complex projects
  • Conduct inspections and oversee construction activities to ensure quality and compliance
  • Ensure projects meet operational requirements, regulatory standards, and Organizational expectations
  • Prepare and evaluate tenders, proposals, and procurement documents for capital projects
  • Administer contracts to ensure service providers meet performance, safety, and quality expectations
  • Monitor contractor work and approve modifications in alignment with project scope
  • Coordinate procurement of services and resources in accordance with municipal processes
  • Maintain strong working relationships with contractors, consultants, and vendors
  • Develop, track, and manage project budgets and expenditures
  • Support development and implementation of annual and long-term capital plans
  • Analyze financial performance and identify risks or variances
  • Ensure responsible use of public funds through effective cost control and forecasting
  • Provide reporting and recommendations to support informed decision-making
  • Ensure projects comply with Alberta regulatory requirements for water and wastewater systems
  • Liaise with provincial regulators regarding approvals, upgrades, and facility modifications
  • Apply technical knowledge of utility systems to inform project scope and design
  • Review engineering drawings, specifications, and agreements for accuracy and compliance
  • Maintain documentation and records to support regulatory and operational requirements
  • Collaborate with internal departments to align project delivery with operational needs
  • Engage with interest holders including the public, government agencies, and partner organizations
  • Communicate project updates, risks, and recommendations clearly and professionally
  • Provide timely and accurate reporting to teams, leadership, and project partners
  • Contribute to team effectiveness through open, respectful, and solution-focused communication
  • Identify opportunities to improve processes, efficiency, and project outcomes
  • Research and apply best practices in utility infrastructure and project management
