About The Position

The Utilities Operations Senior Manager is a senior leader responsible for providing a single point of leadership for both daily operations and system health initiatives within the Utilities Organization. This role involves overseeing the reliable and safe operation of mechanical utility systems and will lead the Utilities Support organization, ensuring the effective operation and maintenance of 15 site-wide utility systems, including 11 systems inter-related with nuclear production operations and their associated nuclear facility safety basis. This position reports to the Deputy of Infrastructure.

Requirements

  • Bachelor’s degree: Minimum 10 years of relevant experience.
  • Minimum 5 years of supervisor experience.
  • Eighteen or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting; must include, at a minimum, 5 years of supervisory/management experience.
  • Candidate must have three years of required Utilities experience.
  • Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status.
  • The ability to obtain and maintain a Department of Energy Q clearance is required.
  • This position may require entry into the Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712), which requires successful competition of a DOE counterintelligence evaluation and may include a counterintelligence-scope polygraph examination.
  • This position may be categorized as a “designated position” identified by 10 C.F.R. Part 709, requiring successful completion of a DOE counterintelligence evaluation that may include a counterintelligence-scope polygraph examination.

Nice To Haves

  • Must have an in-depth knowledge of DOE orders, state and federal laws pertaining to electrical safety, code requirements, major risk management, and work planning / controls.
  • Bachelor's degree in an engineering or science-related discipline.

  • Minimum 5 years of utilities-related experience.
  • Requires excellent verbal and written communication skills and ability to interface effectively with various clients. This includes production and support organizations.

Responsibilities

  • Provides a single point of leadership for daily operations and system health initiatives.
  • Develops and implements new strategies that prioritize immediate operational needs and long-term health of mechanical systems.
  • Provides necessary oversight to set priorities for the System Health team to maintain reliable and safe operation of mechanical utility systems.
  • Provides direction to the Utilities Support organization based on organizational goals and policies.
  • Works closely with senior leadership to ensure successful completion of current and future mission deliverables.
  • Ensures the effective operation and maintenance of 15 site-wide utility systems, including those inter-related with nuclear production operations.
  • Supports facilities maintenance functions through the development, implementation, and administrative control of various maintenance programs, policies, and functions in coordination with peers in the directorate. This includes developing metrics for work control and execution activities, and efficiency metrics.
  • Plans, designs, and oversees the reconfiguration, maintenance, and alteration of equipment, machinery, and facilities.
  • Spearheads efforts at improving utilization of currently owned facilities and leads initiatives for identifying further needed equipment, machinery, and facilities.
  • Gathers and reviews data concerning facility or equipment specifications, company or government restrictions, required completion dates, and construction feasibility.
  • Manages budget, schedule, and performance standards for the Utilities Support organization.
  • Assists in developing and monitoring performance standards across the directorate.
  • Develops, monitors, and ensures annual budgets are met and future budgets are satisfactory to ensure organizational success.
  • Possesses outstanding people skills, with the ability to energize, organize, coordinate, and lead groups assigned to the Utilities Management organization.
  • Handles all personnel matters associated with direct reports.
  • Sets annual performance objectives for direct reports and provides concurrence in setting performance objectives of other team members.
  • Conducts annual performance evaluations and provides continuous feedback on employee expectations and performance.
