About The Position

An employee in this position performs technical support work and other related activities providing location of water and sewer lines and related appurtenances for Public Utilities of Harnett County. This includes locating water and sewer lines for contractors, developers, or other utility companies; marking them to prevent construction damage; participating in general water and sewer line maintenance and repair as needed; and accepting work requests usually by email from the NC Call Center.

Requirements

  • High school diploma or equivalent
  • No experience required although some distribution and/or collection system maintenance or construction experience desired; Or equivalent education and/or experience.
  • Possession of a valid North Carolina driver's license.
  • Possession of a NC Water Distribution System Operator (Grade C) Certification.
  • Knowledge of County utility construction and maintenance policies, practices, engineering standards, and customer service policies.
  • Knowledge of County street locations and County geography.
  • Knowledge of computer mapping software and hardware.
  • Knowledge of the principles and practices of surveying, drafting, and design.
  • Knowledge of surveying methods and practices.
  • Skill in operating locating tools and equipment.
  • Ability to read and interpret plans and specifications.
  • Ability to establish and maintain effective work relationships with the general public, contractors, and other employees.
  • Ability to exercise initiative.
  • Ability to meet deadlines.
  • Ability to prepare accurate records.

Nice To Haves

  • Possession of a NC Collection System Operator (Grade I) Certification desired.

Responsibilities

  • Locates underground utilities including water and sewer lines; marks lines with paint, flags, or other markings.
  • Assists with updating County utility maps and data base; identifies location of water valves, hydrants, manholes, storm drains, and other infrastructure appurtenances; checks location against current maps; and identifies necessary corrections.
  • Provides assistance to the public, Department, and/or County staff regarding Department policies, procedures, and activities.
  • Must be able to drive and operate a vehicle to travel as needed.
  • Operates and performs routine maintenance on equipment used in the field such as magneto wand, pipe horn, Schonstedt, Metrotech, probing puller, ground penetrating radar, etc.
  • Clears brush from around valves, meters, hydrants, etc.
  • Coordinates priorities with management, contractors, and work crews.
  • Performs other related duties as assigned.
