About The Position

Direct and oversee the strategic, operational, and administrative functions of Engineering Data Services, including enterprise geographical information systems (GIS), data governance, system integration, field data collection operations, including fleet and survey equipment management, cross-departmental coordination, and personnel management, to ensure effective delivery of data services aligned with organizational priorities.

Requirements

  • Bachelor’s degree or higher in Geographical Information Systems, Engineering, Information Systems, Geography, Civil Engineering, Land Surveying, Urban Planning, or related field.
  • Four (4) years of progressively responsible experience in geographical information systems, geospatial operations, engineering data management.
  • Two (2) years of experience in a managerial capacity.
  • Valid Texas Class “C” Driver’s License or equivalent from another state.

Responsibilities

  • Establish, direct, and execute the strategic vision and operational framework for Engineering Data Services, including developing and implementing long-term strategies and a roadmap across GIS, Field Data Collection, and Records Management.
  • Lead organizational build-out including staff transitions, onboarding, and role definition, and establish performance expectations and accountability structures.
  • Integrate teams across functional areas and define success metrics for short- and long-term performance.
  • Establish data governance frameworks, ownership policies, and quality standards; align data strategy with operational, regulatory, and capital planning priorities.
  • Advise executive leadership on data strategy, enterprise risk, program performance, and technology investments.
  • Serve as enterprise GIS Product Owner and direct GIS program governance and delivery, including maintaining and prioritizing the GIS product roadmap and backlog.
  • Balance competing demands across departments, facilitate GIS Steering Committee, and provide program reporting.
  • Translate business and operational needs into actionable GIS work and direct GIS platform capabilities, enhancements, and system integrations.
  • Enforce enterprise GIS data standards including schema, domains, and topology.
  • Govern emergency and regulatory request processes and define, monitor, and report performance metrics related to delivery, data quality, and service responsiveness.
  • Administer governance, operational authority, and enterprise data integration processes, including enforcing GIS data standards and approving all structural changes.
  • Manage enterprise work intake processes including request evaluation, prioritization, and scheduling, and resolve prioritization conflicts and manage escalation pathways.
  • Oversee integration and validation of data across GIS, field, and records systems.
  • Coordinate capital project data requirements, milestone tracking, and as-built integration, applying project management practices to define scope, manage timelines, track deliverables, and communicate status.
  • Manage budget, staffing plans, contracts, and technology investments in alignment with organizational priorities.
  • Lead cross-departmental collaboration and stakeholder engagement, including building partnerships with internal departments and stakeholders.
  • Gather requirements and resolve service issues, and coordinate with Information Technology and Asset Management on system integration and data alignment.
  • Maintain transparency in work prioritization and delivery and support enterprise initiatives including asset management system integration and organizational transition efforts.
  • Direct field data collection operations and manage associated resources, including overseeing deployment of field crews for utility data collection, inspection, and survey activities.
  • Manage fleet vehicles, survey equipment, and mobile data collection technology.
  • Establish field data collection standards, workflows, and quality control procedures.
  • Coordinate field schedules with capital projects, maintenance operations, and GIS data integration requirements.
  • Ensure compliance with safety standards for field personnel.
  • Supervise assigned staff, including scheduling assignments, instructing, guiding, and checking work.
  • Appraise employee performance and review evaluations by subordinates.
  • Provide training and development; enforce personnel rules and regulations, and work behavior standards firmly and impartially.
  • Counsel, motivate, and maintain harmony.
  • Interview applicants and recommend hiring, termination, transfers, discipline, or other employee status changes.
  • Enforce safety rules and regulations.
