About The Position

The City of Montrose operates a water distribution system and wastewater collection system as well as a wastewater treatment plant. This position leads a team within the Utilities division that maintains safe water and sewer systems for the Montrose community. Under general direction from the Superintendent, plan, organize and supervise the work of staff engaged in a variety of maintenance, repair and construction activities. Perform fire capacity flow tests as required by the building department, fire marshal and city engineer. Water quality sampling on the water distribution system and water tanks per state and EPA regulations. This is a working Team Lead position and is a significant part of the team that is communicating and cultivating the values of the City of Montrose within the Utilities team. Requirements

  • High school diploma or general education degree (GED); supplemented by experience performing operations in wastewater collections and water distribution operations/construction.
  • Three (3) years of progressively responsible experience in public works, construction, maintenance, utilities, municipal operations, or a closely related field, including at least one (1) year of supervisory or lead experience.
  • Knowledge of equipment and materials related to position.
  • Must be able to operate equipment used within the division and train division personnel on proper equipment operation.
  • Current Colorado Class B Commercial Driver’s license with acceptable driving record
  • CCWP Level 2 certification in Water Distribution and Wastewater Collection (or the ability to obtain within 6 months)
  • Must have the ability to obtain the following: Traffic Control Flagger Certification, Backflow certification, Trench Safety certification, Confined Space safety, entry and rescue certification, PACP certificate for CCTV inspections of pipelines and manholes, HDPE pipe fusion certificate by recognized entity, Line locate certificate

Responsibilities

  • Recommend and assist in the implementation of goals and objectives for the utilities division personnel.
  • Assist in establishing, executing and implementing policies and procedures.
  • Evaluate operations and activities of assigned responsibilities.
  • Promote and maintain safe work practices during utility installation/maintenance, traffic control setup, work zone operations, equipment use, and right-of-way activities in accordance with City policies, applicable safety standards, MUTCD guidance, and accepted field practices.
  • Recommend improvements and modifications on City systems; prepare various reports on operations and activities
  • Establish SOP’s and methods for the Utilities Crew.
  • Plan, prioritize, supervise and review the work of staff involved in a variety of operations, maintenance, repair and construction on the collection and distribution systems
  • Assist and participate in performing tasks within other City Departments as needed or assigned.
  • Inspect the work of crews in progress and, upon completion, ensure all work complies with local, state and federal standards.
  • Respond to weekend or holiday call-outs as needed.
  • Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve issues.
  • Respond to requests and inquiries from utility customers.
  • Participate in the full range of operations, maintenance, and repair and construction duties, including performing the most difficult duties assigned to the crew.
  • Assist in preparing bid specifications; requisition supplies and materials; maintain and control appropriate inventory levels; interpret and implement plans and work orders.
  • Locate and eliminate cross connections in the city water distribution system.
  • Isolate other water sources from the city water distribution system.
  • Available to employees they supervise.
  • Encourages input and regular communication.
  • Provides direction.
  • Assist with tasks whenever necessary.
  • Actively participate in the on-call rotation.
