About The Position

The City of Bremerton is seeking a Utilities Service Specialist - Compliance. This role involves performing field inspections and inventories of private and public stormwater systems and fats, oils, and grease (FOG) control structures to ensure compliance with permit and municipal code requirements. The specialist will communicate maintenance needs to responsible parties, provide education on compliance, and update system information in GIS and maintenance programs. The salary includes longevity pay and a cost of living increase for 2027.

Requirements

  • High School diploma or GED.
  • At least one (1) year of experience in Water, Wastewater, Stormwater, building or grounds operations and maintenance, or a closely related field.
  • A valid Washington State driver's license is required and must be maintained throughout employment.
  • Knowledge of NPDES permit requirements and best management practices related to stormwater inspection and FOG reduction.
  • Knowledge of applicable plumbing and local construction codes, exterior stormwater-system design, cross-connections, and proper construction techniques, materials, methods, and procedures.
  • Knowledge of occupational hazards, safe work practices, and departmental emergency-response procedures.
  • Knowledge of Municipal Code requirements and procedures related to stormwater and sanitary sewer maintenance.
  • Knowledge of Water distribution, sanitary sewer, and stormwater systems and applicable maintenance and repair procedures.
  • Skill in conducting field inspections and inventories and identifying stormwater structures and maintenance conditions.
  • Skill in researching and interpreting system drawings, plans, as-built records, and related data.
  • Skill in using electronic data-collection equipment, computers, laptops, mobile devices, GIS, and related software to perform assigned work and maintain accurate records.
  • Skill in operating assigned vehicles, heavy equipment, utility-maintenance equipment, power tools, and hand tools safely and effectively.
  • Skill in communicating clearly and professionally, orally and in writing, with coworkers, service providers, other agencies and municipalities, and City residents.
  • Skill in performing basic arithmetic calculations.
  • Ability to work independently with minimal to moderate supervision, organize field assignments, and maintain accurate records.
  • Ability to recognize and identify stormwater and FOG structures and interpret and apply applicable permit requirements, codes, standards, procedures, and instructions.
  • Ability to exercise sound judgment, solve problems, and adapt tools or work methods to complete assignments.
  • Ability to establish and maintain effective working relationships, work cooperatively as a team member, and provide courteous customer service.
  • Ability to navigate the City and surrounding service areas and learn street names, addresses, and utility-system locations.
  • Ability to repair and maintain water, sanitary sewer, and stormwater systems in accordance with applicable State and Federal standards.
  • Ability to operate 5-yard and 10-yard dump trucks with trailers, vactor truck, front end loader, forklift, scissor lift, trenching machine, riding lawnmower, pressure washer, industrial sand blaster, paint sprayer, jackhammer, saws, light trucks, trench shoring equipment and other various power and hand tools correctly, efficiently and safely.

Responsibilities

  • Inspect and inventory private and public stormwater structures in accordance with National Pollutant Discharge Elimination System (NPDES) permit requirements.
  • Research City databases, drawings, plans, as-built records, and related information to identify stormwater and FOG systems.
  • Enter or update system attributes in GIS and related maintenance programs.
  • Inspect and inventory grease traps and interceptors to verify required maintenance and reduce the risk of sanitary sewer blockages or overloading of wastewater treatment facilities.
  • Communicate inspection findings and required maintenance clearly, orally and in writing, to responsible parties.
  • Work closely with private property owners, business owners, vendors, and service providers to advance City objectives and meet applicable compliance requirements.
  • Provide educational guidance regarding applicable City regulations.
  • Work directly with the public, other municipalities, and county and state departments.
  • Assist other City departments and divisions as needed or required.
  • Respond to public inquiries courteously and professionally and take independent action to resolve complaints efficiently and promptly.
  • Operate specialized electronic data-collection equipment and assigned heavy equipment, including dump trucks, front-end loaders, backhoes, hammer equipment, compressors, jackhammers, concrete saws, Vactor trucks, rodding, jetting, and video equipment, as well as mowers, power tools, hand tools, and string trimmers.
  • Assist with Source Control and Cross Connection Control programs as instructed.
  • Maintain regular and reliable attendance.
  • Perform related work as assigned or required.
