About The Position

The Department of Environmental Services (DES) is seeking an Utilities Records Specialist to lead and coordinate the work of the Engineering Records section of their Water, Sewer & Streets (WSS) Bureau. The WSS Bureau is responsible for maintaining Arlington's 1,058 lane-miles of public streets, 443 miles of sidewalks, 458 miles of gravity sanitary sewers, 4 miles of sewer force mains, 500 miles of water mains, and 373 miles of storm sewer.

Requirements

  • Associate's degree in civil engineering technology, architecture or a closely related field
  • Two years' experience in designing, drafting, construction inspection, civil engineering, and/or engineering plans records management

Nice To Haves

  • Valid Commercial Driver's License (CDL) Class A or B
  • Mapping and performing spatial analyses with ArcGIS Pro
  • Working with an automated work order management system (Cartegraph, Cityworks, and/or SAP) and/or utility billing software (Cayenta)
  • Preparing, updating, and locating records, drawings, and plats, as well as experience reading engineering plans, schematics, maps, and drawings showing water and/or sewer systems
  • Experience drafting with AutoCAD and/or Microstation

Responsibilities

  • Leading and coordinating the as-built recordkeeping process, ensuring all pertinent information is revised within the survey field books, water intersection drawings, and on the 50-scale sewer plans and the 100-scale map sheets
  • Conducting quality control reviews of information ensuring accuracy and completeness, as well as properly assigning a WSS record drawing ID and geocoding associated as-built drawings
  • Maintaining tracking tables documenting the work and tasks that the WSS Records section completes every month
  • Performing the entry, update, and validation of water and wastewater sewer records and data to support the WSS bureau's ongoing maintenance activities, preventative maintenance, and asset renewal planning
  • Supporting the operations and maintenance of the water and sanitary sewer systems by tracking and preparing monthly, quarterly, and annual reports documenting the expansion of these systems, revenue received from the collected Infrastructure Availability Fees (IAF), Drainage Fixture Unit (DFU) fees, and other water/sewer fees generated by permit activity
  • Preparing annual reports to the Virginia Department of Health (VDH) and managing consultant engineering staff to analyze and hydraulically model the flows in the newly constructed water mains as required by VDH
  • Providing field and in-office customer services to internal and external customers
  • Locating, researching, and interpreting records, easements, deeds, and drawings to assist engineers and construction crews with maintenance work
  • Updating water valve intersection drawings using AutoCAD
  • Supporting snow removal operations during winter
