About The Position

The Utilities Maintenance Senior Manager is responsible for overseeing and integrating all maintenance planning and execution activities crucial for the reliable and efficient operation of mechanical systems. This role involves strategic leadership to optimize maintenance processes, minimize downtime, and extend asset lifecycles. The Senior Manager will foster a culture of safety, continuous improvement, and operational excellence, ensuring all activities comply with established procedures, policies, and standards.

Requirements

  • Bachelor’s degree: Minimum 10 years of relevant experience.
  • Minimum 5 years of supervisor experience.
  • Eighteen or more years of education and/or relevant experience may be considered to satisfy educational and years-of-experience requirements for this posting; must include, at a minimum, 5 years of supervisory/management experience.
  • Candidate must have three years of required Utilities experience.
  • In addition, the applicant must meet the requirements of DOE O 426.2A (i.e., Baccalaureate in engineering or related scientific major and 4 years nuclear experience; or a DOE O 426.2A alternative).
  • Requires a Q clearance; however all qualified candidates will be considered regardless of their current clearance status.
  • The ability to obtain and maintain a Department of Energy Q clearance is required.
  • This position may require entry into the Material Access Areas (MAA) and participation in the Human Reliability Program (10 C.F.R. Part 712), which requires successful competition of a DOE counterintelligence evaluation and may include a counterintelligence-scope polygraph examination.
  • This position may be categorized as a “designated position” identified by 10 C.F.R. Part 709, requiring successful completion of a DOE counterintelligence evaluation that may include a counterintelligence-scope polygraph examination.

Nice To Haves

  • Must have an in-depth knowledge of DOE orders, state and federal laws pertaining to electrical safety, code requirements, major risk management, and work planning / controls.
  • Requires excellent verbal and written communication skills and ability to interface effectively with various clients. This includes production and support organizations.
  • Bachelor’s degree in Mechanical Engineering or related Engineering Field: Minimum 10 years of relevant experience.
  • Minimum 5 years of relevant supervisory/management experience.
  • Journeyman license, training, or applicable experience.
  • Broad knowledge and experience with maintaining various mechanical systems, including but not limited to Steam, Potable Water, Industrial Gases, Chilled Water, Sanitary Sewer, and all associated equipment.
  • Must have demonstrated knowledge and understanding of Conduct of Operations, Integrated Safety Management, Y-12 Plant safety documentation, engineering principles, and ES&H regulatory compliance.

Responsibilities

  • Manages, reviews, and approves plans and schedules for all mechanical maintenance activities via the Plan of the Day/Week.
  • Must understand the CNS planning process for work package scope, identify hazards and required procedures.
  • Directs the maintenance planning team in creating comprehensive and effective maintenance plans.
  • Monitors planning metrics to identify gaps and improvement opportunities
  • Leads the maintenance execution team to ensure timely and high-quality completion of all mechanical maintenance activities, including corrective maintenance, inspections, and emergency repairs.
  • Monitors performance metrics, ensuring adherence to safety standards, quality control, and efficient utilization of resources.
  • Ensures implementation of prevention and mitigation measures to eliminate or reduce risks. This includes potential consequences to personnel, operational capabilities, and the environment.
  • Ensures the principles of the Integrated Safety Management System (ISMS), Integrated Safeguards and Security Management (ISSM), and Conduct of Operations (ConOps) procedures are implemented each of the mechanical systems.
  • Assists in reviewing plans, designs, and ensures the reconfiguration, maintenance, and alteration of equipment, machinery, buildings, structures, and other facilities is executed by the job package as required.
  • Gathers and reviews data concerning facility or equipment specifications, company or government restrictions, required completion date, and construction feasibility for multiple work packages and scope.
  • Develop and communicate goals, expectations, and priorities; monitors progress; and provides feedback to their direct reports as a means of ensuring continuous improvement.
  • Develops organizational level implementation plans, processes, and procedures to ensure adherence to site-level policies, programs, and procedures such as radiological control, emergency preparedness, conduct of operations, security, configuration management, etc.
  • Oversees the handling of personnel matters associated with direct reports.
  • Interviews, hires and/or makes hiring recommendations; evaluates performance; rewards and disciplines employees; and trains / develop staff.
  • Provides input to Supervisors for handling of employee complaints to resolve problems.
  • Assists in reviewing Engineering design criteria including engineering instructions (EI), design drawings, and change requests (CR).
  • This ensures the configuration management process is followed before work is performed.
  • Conducts and responds to audits, assessments, and surveillances for Utilities Management.
