About The Position

Under basic supervision, the Utilities Equipment Operator performs activities related to Water Distribution/Wastewater Collection (W/WW) maintenance and repair operations, executing work orders and following directions based on work experience. This role involves performing daily operations of W/WW Field Operations, ensuring all actions are completed safely. The operator conducts utility maintenance and repair using necessary equipment, materials, and tools, and inspects water lines and sewer pipes. Responsibilities include collecting materials and instructions before arriving at job sites, following all city and departmental regulations and safety requirements, and contributing to work site safety by ensuring rules are followed and equipment is safe. The position requires operating light machinery in accordance with safety guidelines, including OSHA, and utilizing proper safety precautions in all work. The operator must report problems, emergency situations, and unsafe acts, conditions, accidents, and injuries. Responding to emergency maintenance requests during and after hours when on call is also a key part of the role. Regular and timely attendance is required, and the incumbent must maintain a cell phone for City use. The operator also supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior and maintaining confidentiality of work-related issues.

Requirements

  • Two year's construction and field operations experience; OR an equivalent combination of training and experience.
  • Knowledge of principles, practices, methods, materials, tools, and equipment used in public utility maintenance.
  • Knowledge of safety standards for light equipment operations.
  • Knowledge of OSHA rules and regulations, and other safety requirements needed to maintain and repair W/WW infrastructure.
  • Skill in completing maintenance and repair work orders.
  • Skill in reading and interpreting plans, schematics, and specifications.
  • Skill in understanding utility location marks.
  • Skill in following the directions of the crew leader.
  • Skill in troubleshooting, repairing, and maintaining water, wastewater, water meters, specialty equipment, and control systems.
  • Skill in promoting and enforcing safe work practices.
  • Skill in operating a personal computer utilizing standard and specialized software.
  • Skill in establishing and maintaining effective working relationships with co-workers.
  • Skill in verbal and written communication.
  • A Texas State Commercial Class A Driver's License is required or the ability to obtain within six (6) months of employment.

Nice To Haves

  • High School Diploma or GED preferred
  • A Water Distribution or Wastewater Collection license is highly desired

Responsibilities

  • Performs the daily operations of the Water Distribution/Wastewater Collection (W/WW) Field Operations; assures that all actions are completed safely.
  • Conducts utility maintenance and repair utilizing equipment, materials, and tools required to complete work orders; inspects water lines and sewer pipes.
  • Collects necessary materials, tools, equipment, and instructions before arriving at the job site.
  • Performs work assignments; follows all city and departmental regulations and safety requirements.
  • Contributes to work site actions to assure that safety rules and regulations are followed, and that the work zone, traffic control, and all equipment are in safe operating condition.
  • Operates light machinery in accordance with all safety guidelines, including OSHA.
  • Utilizes proper safety precautions in all work performed; reports problems and emergency situations; recognizes, avoids, and reports unsafe acts, conditions, accidents, and injuries.
  • Responds to emergency maintenance requests during normal hours and after hours when on call.
  • Supports the divisional operations with regular and timely attendance.
  • Must have and maintain a cell phone for City use to hold this position.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.
