About The Position

The Drinking Water Compliance Program Manager oversees and manages state and federal planning, permitting, and regulatory compliance activities for Englewood Utilities’ water production, engineering design, treatment, clean water act, and distribution activities. The position will ensure all compliance reporting and tracking requirements are met and serve as the point of contact for internal staff and liaison to outside regulatory agencies and stakeholders.

Requirements

  • Bachelor’s degree in environmental science, environmental engineering, watershed science, biology, environmental chemistry, civil engineering, natural resources, or related field. Equivalent professional experience in regulatory compliance and/or environmental programs will also be considered in place of education experience that is outside of the list above.
  • Ten Years of experience in municipal water regulatory compliance and associated activities including data management, regulatory research, reporting, and monitoring.
  • Valid Colorado driver’s license and a clear or acceptable MVR
  • Water treatment, water distribution, and wastewater collection processes
  • Water quality monitoring and reporting practices
  • Water storage and distribution practices and compliance requirements
  • Regulations associated with Clean Water Act and Safe Drinking Water Act
  • Regulatory data management applications and business support systems
  • Strong computer skills needed to work with Microsoft Excel, environmental databases, sampling equipment data, GIS, and other compliance support systems. Ability to query and process large datasets to distill important information, trends, and patterns.
  • Strong verbal and written skills needed to maintain effective working relationships with regulatory agencies, consultants, and Utilities staff.
  • Advanced skills needed to ensure that compliance reports, applications, and requests are prepared accurately and submitted on time. Ability to coordinate and lead a team with a variety of environmental and legal consultants to plan and complete projects. Ability to complete projects on time, prioritize multiple assignments, and effectively lead the activities of team members and staff.
  • Advanced understanding of state and federal water regulatory and compliance requirements
  • Continuous improvement mindset to lead planning and implementation of improvements in data collection, storage, and reporting processes. Support the planning and prioritization of capital improvement projects to meet current and future regulatory requirements

Responsibilities

  • Serves as the City’s Backflow Prevention and Cross-connection Control Program Manager. Directs the backflow team’s workflow and tasks.
  • Serves as the City’s Administrative Contact to the Colorado Department of Public Health and Environment (CDPHE) for drinking water regulatory communications.
  • Prepares monitoring plans, extension applications, and regulatory reports for submission to the Colorado Department of Public Health and Environment (CDPHE.)
  • Prepare accurate written scientific reports, maps, memoranda, meeting summaries, permit applications and authorizations, and compliance documents for internal utility staff and outside stakeholders.
  • Performs regulatory research for engineering staff and operational staff to help them comply with regulations in their design plans, contracts, method of procedures etc.
  • Provides regulatory training to engineering and operations and maintenance staff on regulatory requirements and future regulatory development to ensure compliance with state regulatory requirements.
  • Participate in engineering planning meetings to ensure compliance with regulations and assist in design planning and operations and maintenance direction.
  • Maintains a regulatory calendar and ensures all Utility staff is aware and complies with state drinking water regulations. Conducts proactive outreach to determine department needs.
  • Project manager for operational maintenance projects. (Prepares RFP and RFQ s - LCR phase I and BSI survey inspections contracts.)
  • Prepares standard operations procedures for regulatory monitoring, backflow prevention and cross connection control program, and operational
  • Represents the City in the development and revisions of regulations, policy, and guidance through stakeholder groups and collaborative efforts with CDPHE, utility staff, consultants, and attorneys.
  • Stays apprised and participates in EPA and state rulemaking activities for drinking water regulations to assist with planning for future capital projects.
  • Works with communication department to create website messages to City customers and provide direct customer service answering technical question concerning lead and copper and backflow prevention and cross-connection control programs.
  • Conduct field inspections of public and private backflow devices, cross-connections, and facilities to determine compliance status. Provide recommendations to resolve compliance violations.
  • Ensure data collection and reporting compliance with state and federal requirements. Track status of all regulatory compliance requirements. Compliance reporting includes, but may not be limited to, the following: Water Quality, Revised Total Coliform Rule, Lead and Copper Rule, Backflow Prevention and Cross-Connection Control Program, Storage tank inspections, Unregulated Monitoring
  • Performs other associated duties as assigned and required.
