About The Position

The Utilities Division is responsible for public health and safety, as well as safeguarding the environment, by providing crucial safe water and wastewater services. This position is part of the team that provides services necessary for human health, economic stability, and overall societal well-being. The mission of providing these services includes commitment to providing excellent customer service to our citizens, business partners, regulatory agencies, and other county divisions.

Requirements

  • Knowledge of the terminology, concepts, principles and practices of civil/environmental engineering and the design of potable water, wastewater, and reclaimed water facilities and systems.
  • Knowledge of methods, techniques, and materials used in potable water, wastewater, and reclaimed water construction.
  • Knowledge of land and construction surveying and project management.
  • Knowledge of electrical controls, electronic instrumentation, SCADA telemetry systems, electrical service construction.
  • Ability to learn county, state, and federal rules, regulations, policies, ordinances, and laws as applicable to potable water, wastewater, and reclaimed water facilities and systems.
  • Ability to concentrate on detail, and essential work tasks, to perform mathematical tasks, to research and investigate problems, and to verify and recommend problem solutions.
  • Ability to plan, use good judgment, make independent decisions, organize, and coordinate work on various projects.
  • Ability to read and interpret complex engineering and electrical plans.
  • Ability to prepare reports, letters, memorandums, etc.
  • Ability to communicated effectively, both written and orally.
  • Ability to establish and maintain an effective working relationship with employees, developers, engineers, contractors and the public.
  • Knowledge of and ability to utilize, (i.e.: word processing programs (i.e.: Microsoft Word), as well as various databases and spreadsheet programs (i.e.: Microsoft Access and Excel).
  • Knowledge of AutoCAD computer aided design.
  • Knowledge of electrical and electronic theory.
  • Knowledge of the installation and operation of telemetry human-machine interface, SCADA, and Plant Process Control Systems.
  • Graduate of an accredited two (2) year college or university with major course work in a civil or environmental engineering curriculum or a related field.
  • An equivalent amount of college or university course work in a civil or environmental engineering curriculum may be substituted for an associate’s degree.
  • At least two (2) years of engineering inspection and permitting experience in water, and/or wastewater systems and facilities projects and a minimum of three (3) years supervisory experience.
  • Must possess a valid driver's license and be able to secure a valid Florida driver's license at the time of employment.
  • A comparable amount of related training and experience may be substituted for the minimum qualifications.
  • All employees will be required to work before, during, or after an emergency.
  • During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its residents.

Responsibilities

  • Supervises Construction Site Representative staff to ensure that utility-related projects are visited on a regular basis and that daily reports and site photographs/video documentation are being prepared in accordance with Utility Division requirements.
  • Performs utility-related construction observation including water, wastewater, and reclaimed water systems to ensure general conformance with contract documents and the Polk County Utilities Code as well as other local, state and federal requirements.
  • Documents construction activities and coordinates with the Utilities CIP Project Manager on field-related construction items.
  • Responsible for the supervision of the Department's Utilities Construction Site Representatives.
  • Works with the Utilities Construction Site Representative staff during construction to ensure the integrity of the construction and general conformance to design plans and specifications.
  • Ensures that construction progress and issues are properly documented through daily reports and site photographs/videos.
  • Coordinates with Utilities Operations staff on potable water, reclaimed water, and wastewater system construction projects.
  • Reviews and comprehends contract plans and specifications for water, wastewater, and reclaimed water projects.
  • Makes site observations and documents construction activities/progress through the preparation of daily written reports as well as site photographs/videos.
  • Observes field testing of utility lines and other work/improvements to assess compliance with County and regulatory requirements.
  • Coordinates with the Utilities CIP Project Manager and contractor on construction-related concerns and/or non-conforming work.
  • Provides weekly status reports to the CIP Manager on CIP expansion and R&R projects.
  • Reviews contractor applications for payment to determine if construction progress is consistent with the schedule of values pay items.
  • Interacts with the public from time to time to address concerns/complaints related to construction activities.
  • Attends site visits with the Utilities CIP Project Manager and engineer of record to determine construction status/progress.
  • Assists in the development of a list of items to be completed/corrected at the substantial completion stage of a construction project.
  • Reviews as built and record drawings to assist in determining accuracy and completeness.
  • Performs related duties as required.
