About The Position

This role supports the County’s Asset Management Program by collecting, analyzing, and maintaining critical data that guides public infrastructure management and improvement. The position involves field inspections and GIS analysis to ensure accurate information drives planning and operations. Responsibilities include maintaining asset data within GIS and Cityworks systems, supporting inventory, condition assessments, performance tracking, and reporting. The technician will work with the Department Asset Manager to coordinate inspections, analyze trends, and develop tools to improve asset utilization and reduce costs. This role combines fieldwork and technology, requiring data collection with survey-grade GPS equipment, GIS mapping and analysis, and asset information verification. It also involves assisting with process improvements, asset planning, developing SOPs and workflows, and emergency operations activities. The ideal candidate is detail-oriented, tech-savvy, and motivated to contribute to efficient, data-driven public service.

Requirements

• Associate’s Degree preferred in: Geographic Information Systems, Computer / Information Science, Engineering, Information Technology, Public/Business Administration
• Three (3) years of experience in Geographic Information Systems (GIS), public/business administration, asset management, utility operations, infrastructure maintenance, or a related field
• Valid driver’s license
• Within six (6) months of position assignment, obtain the Institute of Asset Management (IAM) Asset Management Certificate.
• Knowledge of departmental policies, plans, and procedures.
• Knowledge of modern office practices, plans, and procedures.
• Knowledge of productivity and graphical applications including Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications.
• Skilled in ESRI ArcGIS software, including ArcGIS Pro, ArcMap, and related tools.
• Understanding of methods for collecting and integrating spatial data, including GPS, remote sensing and GIS.
• Ability to learn and perform GPS field data collection using Global Positioning System (GPS) hardware and software.
• Knowledge of engineering and surveying computations and terminology.
• Knowledge of construction materials.
• Knowledge of spreadsheet and database applications.
• Skill in effective communication, both orally and in writing.
• Proficient in prioritizing and organizing tasks with basic project management skills to effectively meet deadlines.
• Ability to understand directions and proceed with a minimum of supervision.
• Ability to read and interpret a variety of construction specifications, diagrams, plans, and blueprints.
• Ability to safely maintain and operate motorized equipment used in the area(s) of assignment.
• Ability to operate a motor vehicle.
• Ability to exercise judgment and discretion in interpreting and enforcing department codes, rules, regulations, policies, and procedures.
• Ability to maintain accurate records and reports.

Responsibilities

• Assists in the continuous improvement of the department-wide asset management program.
• Creates, maintains, updates, verifies, and performs QA/QC of infrastructure assets and associated attributes within GIS, CMMS, and other Asset Management systems.
• Performs GIS data creation, editing, maintenance, posting, reconciliation, and analysis using ArcGIS software, including adding, relocating, modifying, and decommissioning infrastructure assets.
• Reviews work orders, comments, attachments, plans, as-builts, aerial imagery, field documentation, and other available records before completing asset or GIS updates.
• Works with Department Asset Manager to coordinate asset inspections, monitoring, and reporting to improve asset utilization and reduce capital and operating costs.
• Develops and enhances enterprise asset data analytics and reporting methodologies.
• Maintains complete and accurate CMMS work orders, including required statuses, dates, labor/time, comments, attachments, asset associations, and other required documentation.
• Identifies, researches, and resolves discrepancies between GIS, CMMS, field conditions, engineering plans, as-builts, and other available data sources.
• Assists with departmental operations during emergency response.
• Performs GPS/GNSS field data collection, field verification, inspections, and research of County infrastructure, utility locations, easements and related records.
• Assists with asset inventories, condition assessments, Asset Management Plans, barcoding/identification programs, reporting, and other Asset Management initiatives.
• Operates large format copy machine, plotter and other office machines.
• Assists with field investigations, utility verification, Subsurface Utility Engineering (SUE) activities, and specialized field data collection as assigned.
• Maintains proficiency in required Asset Management technologies and participates in applicable meetings, training, and professional development.
• Skilled in accessing, inputting, and retrieving information, and adept at compiling and preparing comprehensive reports to support departmental asset management functions.
• Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication.
