About The Position

Within the Department of Administration (DOA), Division of Enterprise Technology Strategy and Services (ETSS), to perform, organize, direct, supervise and coordinate the oversight of testing and quality assurance activities related to technology deployments, maintenance and support operations of technology platforms and services; to be responsible for the enforcement and rollout of centralized standards, procedures, and policies within ETSS for cross-agency medium and large departments; and to do related work as required. The User Acceptance Analyst Tester Lead III will be assigned to the RI Bridges Program Enterprise Project Management Office, to be responsible for leading User Acceptance Testing efforts in coordination with the Integrated Eligibility and Health Insurance Exchange Business Leads, reporting to the Enterprise Project Office Lead. User Acceptance Testing management experience across large quarterly deployments, smaller monthly and patch releases, and monitoring of impacts to maintenance and support operations is required. Familiarity with Health and Human Service programs such as Medicaid, SNAP, TANF, and Child Care Assistance as well as Health Insurance Exchange programs is highly desirable.

Requirements

  • Graduation from a college of recognized standing with a bachelor’s degree in computer science, Information Management Systems, or a closely related field such as Business Management or Public Administration supplemented by completion of specialized information technology training courses.
  • Considerable employment in a highly responsible supervisory position in testing and quality assurance, management information, systems design and programming.
  • Experience with writing technical, and procedural documents.
  • Experience in enterprise applications and/or cross departmental applications.
  • User Acceptance Testing management experience across large quarterly deployments, smaller monthly and patch releases, and monitoring of impacts to maintenance and support operations is required.
  • Must undergo a national fingerprint background screening.
  • Must have employment eligibility validated through E-Verify.

Responsibilities

  • Perform, organize, direct, supervise and coordinate the oversight of testing and quality assurance activities related to technology deployments, maintenance and support operations of technology platforms and services.
  • Be responsible for the enforcement and rollout of centralized standards, procedures, and policies within ETSS for cross-agency medium and large departments.
  • Lead resources in testing and quality assurance activities including oversight of systems integration testing (SIT), ownership of user acceptance testing (UAT), oversight of all testing resources (state resources, contractors and/or vendors), and oversight/ownership of all testing related sub-processes.
  • Lead UAT planning including scope and capacity verification, scheduling, scope distribution, testing group assignment (state resources, contractors and/or vendors), test suite development for proper test coverage, test data planning, test environment planning, and resource planning.
  • Assist in the planning and lead the verification of the necessary lower environments for executing user acceptance testing.
  • Lead the identification, review, and approval of system integration testing (SIT) entrance and exit criteria to ensure criteria are robust and met prior to entering into UAT.
  • Lead UAT execution for patch and major application releases.
  • Review and approve UAT entrance and exit criteria, daily operation of UAT activities, generation of UAT status reports, risk/issue escalation, and contingency test planning, as needed.
  • Lead utilization and review of Regression, Smoke, Performance, Security, and ADA testing.
  • Lead utilization of any testing tools including accessibility and code review tools such as, but not limited to, JAMA, JIRA, Selenium, SonarQube, and JAWS.
  • Support IT program leadership and financial management in long term strategic planning and resource forecasting as it pertains to testing and quality assurance.
  • Provide onboarding and mentoring to new user acceptance analysts and testers.
  • Plan, coordinate, supervise, and review the work of technical, and clerical staff engaged in systems testing, analysis, programming, technical/network technicians, and electronic data programming procedures.
